Part 1 : Research instrument
• FP 7, the Seventh Framework Programme for
Research and Technological Development.
• EU's main instrument for funding research in Europe. • 2007-2013.
• 1 935 Million euros for "Food, Agriculture and Fisheries, Biotechnologies" • Currently, FP7 funds 22 projects related to plant science and including at least one African partner. Total : over 95 M euros.
Under negotiation: Horizon 2020 (FP8), 2014-2020
Three priorities
• Excellent science (€24,6 billion) • Industrial leadership (€17,9 billion) • Societal challenges (€31,7 billion) (including Agricultural research)

• EU policy objectives (climate, environment, energy, transport etc)
cannot be achieved without innovation
• Breakthrough solutions come from multi-disciplinary collaborations,
including social sciences & humanities
• Promising solutions need to be tested, demonstrated and scaled up

International cooperation in Horizon 2020

The Policy guidelines (see EC Com 127-2010) put emphasis on Smallholder resilience and rural livelihoods
o o o o o o Research/extension/ innovation: +50% by 2015 Focus on Smallholders farmers, and in particular on women Attention to ecologically-efficient intensification, resilient farming systems Efficient & sustainable policies, strategies and regulations to create an "enabling" environment Equitable access to resources (Natural Resources and others) Multi-stakeholder approaches

FSTP support to Agricultural research (in Africa)
Support to global initiatives
CGIAR (100 m Euros between 2007 and 2011, including for the Challenge Programmes like SSA-CP) Support to African Continental or regional institutions: • • FARA ASARECA 10 million Euros 18 m Euros • • CORAF AFAAS 11.4 million Euros 1.5 million Euros
Support to other African institutions
• • CARBAP ICIPE 2 million Euros 1.5 million Euros • And support to NARS (eg KARI, in Kenya)

Could do much more if research was more frequently chosen as a priority area by beneficiary countries.

Concluding remarks
• Europe has a lot to offer and not only funding ! • Europe has shared interest with developing countries • Proposals for new research collaboration should be embedded in existing policy and priority setting mechanisms (CAADP, GFAR/GCARD) and add value to current large initiatives, like the CGIAR Research Programmes and the FAO Tropical Agricultural Platform .
