Increasing scientific collaboration and partnerships: opportunities from Europe Timothy HALL

European Commission DG Research and Innovation

FAO-EPSO consultation Rome, 25-27 June 2012

Structure of presentation

• Opportunities in the EU Research instrument: FP 7 (and future Horizon 2020) • Opportunities in the EU Development and Cooperation instruments: FSTP and EDF • Concluding remarks

Part 1 : Research instrument

FP 7, the Seventh Framework Programme for

Research and Technological Development.

• EU's main instrument for funding research in Europe. • 2007-2013.

• 1 935 Million euros for "Food, Agriculture and Fisheries, Biotechnologies" • Currently, FP7 funds 22 projects related to plant science and including at least one African partner. Total : over 95 M euros.

Under negotiation: Horizon 2020 (FP8), 2014-2020

Three priorities

Excellent science (€24,6 billion)Industrial leadership (€17,9 billion)Societal challenges (€31,7 billion) (including Agricultural research)

Europe 2020 Priorities

Horizon 2020: Framework Programme for Research and Innovation

European Research Area International cooperation Shared objectives and principles

-

Tackling Societal Challenges Health, demographic change and wellbeing Food sec., sust. agri., mar. res. & bioeconomy

-

Secure, clean and efficient energy Smart, green and integrated transport Supply of raw materials, resource efficiency

-

and climate action Inclusive, innovative and secure societies

EIT will contribute to addressing these challenges

Creating Industrial Leadership and Competitive Frameworks

Leadership in enabling and industrial technologies (Biotechnology,…)

 

Access to risk finance Innovation in SMEs

Simplified access

   

Excellence in the Science Base Frontier research (ERC) Future and Emerging Technologies (FET) Skills and career development (Marie Curie) Research infrastructures

Common rules, toolkit of funding schemes Coherence with other EU and MS actions

Horizon 2020 Priority 3: Societal challenges

Why:

EU policy objectives (climate, environment, energy, transport etc)

cannot be achieved without innovation

Breakthrough solutions come from multi-disciplinary collaborations,

including social sciences & humanities

Promising solutions need to be tested, demonstrated and scaled up

Health, demographic change and wellbeing

Food security, sustainable agriculture, marine and maritime resources & the bioeconomy

Secure, clean and efficient energy Smart, green and integrated transport Climate action, resource efficiency and raw materials Inclusive, innovative and secure societies

International cooperation in Horizon 2020

 

Principles

• • • • • General opening of all calls Enhanced impact through mainstreaming International Cooperation within each pillar and challenge win-win Partnership (common interests, mutual benefits) Joint programming with Member States and Associated Countries Synergy with other EU external policies (for instance development cooperation) and EU internal policies (for instance Common Agricultural policy)

Communication under preparation (expected Sept/Oct 2012)

Policy Innovation

Part 2 : Development and Cooperation instruments

The Food Security Thematic Programme (2007-2013; 1 625 M €)

The European Development Fund (2008-2013; 22 682 Million €)

Policy Innovation

The Food Security Thematic Programme

The Policy guidelines (see EC Com 127-2010) put emphasis on Smallholder resilience and rural livelihoods

o o o o o o Research/extension/ innovation: +50% by 2015 Focus on Smallholders farmers, and in particular on women Attention to ecologically-efficient intensification, resilient farming systems Efficient & sustainable policies, strategies and regulations to create an "enabling" environment Equitable access to resources (Natural Resources and others) Multi-stakeholder approaches

Policy Innovation

FSTP support to Agricultural research (in Africa)

  

Support to global initiatives

 CGIAR (100 m Euros between 2007 and 2011, including for the Challenge Programmes like SSA-CP) Support to African Continental or regional institutions: • • FARA ASARECA 10 million Euros 18 m Euros • • CORAF AFAAS 11.4 million Euros 1.5 million Euros

Support to other African institutions

• • CARBAP ICIPE 2 million Euros 1.5 million Euros • And support to NARS (eg KARI, in Kenya)

Policy Innovation

The European Development Fund

"Some" indirect support to agricultural research (especially through its S&T programme)

Could do much more if research was more frequently chosen as a priority area by beneficiary countries.

Policy Innovation

Concluding remarks

Europe has a lot to offer and not only funding !Europe has shared interest with developing countriesProposals for new research collaboration should   be embedded in existing policy and priority setting mechanisms (CAADP, GFAR/GCARD) and add value to current large initiatives, like the CGIAR Research Programmes and the FAO Tropical Agricultural Platform .
