1. First, the rapidly advancing globalization and
internationalisation of higher education implies the need
to internationalise quality assurance procedures to a certain extent; it
also means that internationalisation more and more becomes a
standard criterion for accreditation, evaluation and allocation of
resources at home.
2. Second, in the specific European context we can simply not igore
that we are all part of the Bologna process, which is inspired by the
vision of putting into place a common “European Higher Eduation
Area” by the end of this decade.

European citizens employabilty and the competitiveness of the
European higher education system
 establishment of an ECTS system to facilitate student mobility
 promotion of European co-operation in quality assurance with a view

The European context for the
development of accreditation

1.) Characterised by mostly public higher education systems; institutions and
programmes derive their formal degree-awarding capacity from the state. Because of the
diversity of both degrees and institutions, public knowledge about their quality is not
sufficient across national borders and even sometimes within one country.
2.) In some countries the academic degree constitutes the automatic admission ticket to the job
market whereas in others additional perequisites are demanded to acquire professional
status (e.g. registered engineer)
3.) Degree and institutional diversity is matched by a great variety of national quality assurance
and accreditation systems (some of them are national, others decentralized). There are
few mechanisms in place to recognise the results of an evaluation and accreditation.
4.) Problem of a growing non-offical higher education sector and the phenomenon of
transnational education with a lack of regulatory codes.

Founded in September 2002, we have joined our forces:
 to facilitate the free exchange of information and provide an effective
communication channels.
 to provide such information as already exists within each country on
topics and issues connected with educational and professional
engineering standards.
 to encourage participation by relevant bodies in as many European
countries as possible, all on an equal basis, to facilitate thoughout Europe
the develoment of good practices of endorsement/validation/accreditation
 to facilitate voluntary agreements on accreditation of engineering
educational programmes and recognition of engineering qualifications
 and to facilitate the development of standards on the competence
requirements of graduate engineers.

EOAEE will be a unique platform for studying the challenges posed by
trans-national accreditation and for collectively exchanging best-practise
examples on accreditation. It will be the nucleus of a „European Accord“,
in the framework of which we come to an agreement concerning the
substantial equivalency of our European accreditation systems and the
engineering education programs accredited by them.

The EOAEE website will be developed as the main facility for storing and
disseminating information on European accreditation through the Internet
while offering interactive facilities (tools: calender of events, forum with
secure access, databases, search tools by keywords, list of documents)

Static Pages containing details of ESOEPE/PSC members, lists of contacts,
legal information. Databasis will be in place with details of (accredited)
engineering schools and programs (www.feani.com/Esoepe)

Forum section: will enable discussion groups interested in specialized
subjects to be formed. This will encourage discussions on topics where there
are significant differences in national philosophy and practice.
The European Federation of National Engineering Associations (FEANI) will be in
charge of running the database
The European Society for Engineering Education (SEFI) will offer the access to its
database of institutional members (250 institutions of higher engineering
education in 42 European countries + multiple associations and companies)

good information on higher engineering education and quality assurance
systems in Europe to the interested partners (national accreditation
agencies, members of the higher education sector for engineers, national
and international employers, national associations of professional engineers,
students and student organizations)

a platform will be institutionalized to get in contact with the right
organizations to get information on events / training sessions and so forth

the methodology of this website (collection of information, dissemination,
comparable data bases and so forth will be taken as an example by other
disciplines).

By 2007 we will have established a permanent network of accreditation
bodies for engineering education in the EU. We will have increased
confidence in third party accreditation/fostered the co-ordination and
harmonization of accreditation procedures/ identified and documented good
practice and supported their introduction in other European countries.

As a result of the project the content and outcome of European engineering
degrees will have become more transparent and convergence between the
systems of education and accreditation within the EU will have improved.
This will have a significant impact on the transferability of degrees and the
mobility of graduate engineers (European Accord?)


tackle the problem of transparency of content and outcomes of European
engineering degrees by fitting all engineering programs (including those in
the FEANI index) in a FCD, SCD, TCD Scheme.

Putting this scheme in relation with requirements for professional registration
and licence

Gathering information on the credit points required in engineering study
programs (identifying shares of contact hours, credits and workload by
groups of subjects). While the main idea of a credit point system is
transferability of studies, it can be used as a tool for comparing the content
of programs, if not their quality.

Development of a European Credit Accumulation System with additional
descriptors such as the level of the course unit, type of relation of the course
unit to the discipline itself, marks.

