Reductions resulted in loss of staff and activities:
-- PHLs eliminated in many counties
-- Layoffs of social workers, eligibility workers, and
nurse case managers
-- Cutbacks to Medical Therapy Program services
-- Scaling back or elimination of family-centered
care activities
