Introduction to the Procurement Technical Assistance Program (PTAP)
• Program established by the US Department of Defense in 1985
Cooperative Agreement Program – Competitive Grant program
Administered by the Defense Logistics Agency (DLA)
Intended to foster/promote competition in DoD procurement by
small businesses not otherwise active in federal markets
Open to small businesses interested in contracting opportunities
with federal, state and local government agencies and institutions
• Association of Procurement Technical Assistance Centers (APTAC)
Trade Association comprised of the 96 institutions/agencies
nationwide holding current PTAP Cooperative Agreements
Membership of over 600 individual “PTAC’ers”
Providing the boots-on-the-ground across the nation

SDVOSB is the Prime Contractor – sole parity with the Government

• Joint Venture (JV) headed by Service-Disabled Veteran
SDVOSB and other entity must be small businesses per SBA
JV must be a separate legal entity and CVE Must Verify the JV
JV will be aimed at a specific solicitation and 3 in 2 rule applies

• Department of Veterans Affairs special authority relating to SDVOSB’s
Per Public Law 109-461: VA contracting with SDVOSB and VOSB
Program termed “Veterans First Contracting Program”
Requires Verification of SDVOSB and VOSB’s for VA Set-Asides

Assist with identifying, reviewing and aligning required business
documents for uploading to the Center for Veteran Excellence
(CVE) website on www.VetBiz.gov
Assist with the initial registration and submission of the electronic

Assist veteran owned business (VOB) with responding to
“requests for additional information” or “clarification” requests
from CVE during all phases of the process
Provide guidance to VOB on site review process requirements

APTAC provides Outreach and local counseling/testing

What You Do to Pursue FCC Certification?
• Contact your closest Procurement Technical Assistance Center (PTAC)
and register with a counselor. This program is aimed at established
businesses who wish to participate in Federal contracting and have
completed prerequisites such as Federal database registrations and
other topics as determined by the counselor.
• Once registered with a counselor, the PTAC offers an introductory
workshop on how to complete FCC training.
• The Veteran business owner will take the course modules at their own
pace and present the completion certificates to their counselor.
• When all topics in the level have been completed, the Veteran business
owner will be eligible to take the comprehensive level exam at the
PTAC.
• Owners passing the exam will be presented with a lapel pin, logo and
certificate to advertise this capability.

The USDA-Forest Service Southern Regional Office has an ongoing need for Architect-Engineer (A-E) services including environmental engineering
services. These services may include but are not limited to planning and documentation, compliance, advisory assistance, and waste management
consulting. The Regional Office services and supports the National Forests and Research Stations across the Southern Region. The Southern Region
consists of the following states: Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, Oklahoma, South Carolina,
Tennessee, Texas, and Virginia, as well as Puerto Rico and the US Virgin Islands.
The forthcoming Request for Qualifications (RFQ) shall result in the award of one Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity
(IDIQ) type contract for Architect and Engineering Services (A-E). All information needed is to be submitted on Standard Form (SF) SF-330. This
procurement is a set-aside for Service Disabled Veteran Owned Small Businesses. The selected NAICS code for services to be performed under this
expected contract is 541330. The size standard associated with this NAICS code is $14.0 million.
The government expects to award a single Indefinite Delivery/Indefinite Quantity contract for a Base Year with four Option Year periods. The
contract may be used by any Forest Service warranted procurement official within the United States. The majority of work, however, will occur
within the boundaries of the Southern Region. Individual units may utilize the contracts to issue task orders in accordance with the awarded
contract. The full solicitation will be posted on or about May 28, 2013. All offers must be submitted in original plus 3 copies, fax and emails will not
be accepted.
