preferences still keeps NAMA concept rather vague
Issues
> Balancing standardization and flexibility
– Pro flexibility: allow for country specific approaches
– Pro standardization: Lack of minimum standards adds uncertainty and
inefficiency
> Continued support for capacity buildings in host countries required
> Transparency on NAMA approach and assumptions by host countries
> Clearer articulation of requirements by donors
– Positive example: NAMA facility with clear requirements
– Donor: clarify requirements and expectations of NAMA proposals
– Guidance currently consultant driven
– Especially expectation on MRV would be helpful

> Finance so far focused on readiness not implementation
– Only 5 projects have received finance for implementation (NAMA facility)
> Finance sources
– Mainly bilateral source (e.g. NAMA facility, ICI, US AID, CDKN)
– Multilateral sources to play a stronger role in the future (e.g. GCF)
> Unclear where finance will come from at the scale needed
> Clear that private sector is key
– However little experience with private sector involvement
– Need to find clever ways to use scarce public funding to leverage private
investment

> Donors need to put more financing forward to not delay funding and
undermine country NAMA efforts
Issues
> Positive signals in 2013 – NAMA Facility funding
– British German NAMA Facility and GEF provide NAMA implementation
funding
– Others should follow and not wait for learning from NAMA facility
> Avoid host countries getting sceptical
– Value efforts by developing countries by putting forward financing
> Avoid scattered, inefficient funding procedures
– Calls for centralized, multilateral funding from some developing countries
– Coordination among donors on template etc. to avoid proliferation
> Engagement of private sector remains challenging
– NAMAs are policy focused with unclear direct benefits to private sector
– Need successful examples to incentivize private sector involvement
