• Ombudsman
investigated complaints
made by Mencap on the
deaths of 6 people with
learning disabilities who
died between 2003 and
2005 whilst in NHS or
Local Authority Care
Death By Indifference
• Mencap wrote a report,
Death by Indifference in
2007.
• This led to the
Independent Inquiry into
Access for Healthcare
for people with learning
disabilities by Sir
Jonathan Michael. The
report, Healthcare for
All was written in 2008
Equal rights
• Both reports found that
people with learning
disabilities do not have
the same rights as other
people in accessing
healthcare services.
• Basic policy, standards
and guidance were not
followed.
