Introduction of Pupil Premium

• • • Paid Directly to schools from April 2011; DfE Data indicates that 6,672 (or 44%) of ascribed GRT pupils are eligible for Free School Meals and will therefore attract this support; £430 per pupil for schools to spend on attainment raising initiatives such as one to one tuition, additional teaching and or consultancy support as they deem appropriate.

School Funding Review will take place late Spring: an opportunity to express your views on PP provision

Ethnic Minority Achievement Grant

• • • • £201m available to schools via the Dedicated Schools Grant from April 2011; Allocations to schools to be agreed with the Schools Forum; LAs may retain some or all of the grant to operate a centralised EMA/TES with Schools Forum permission; No longer ring-fenced and may be used to support other underperforming groups.

Education Endowment Fund

• £110M Endowment Fund to raise attainment for disadvantaged children in underperforming schools; • Underperforming schools, local authorities, parents, voluntary and community sector organisations, charities and social enterprises can bid to run activities in schools; • A Third Sector organisation will be appointed to set up and manage the fund. The successful organisation will invest the £110m, attract additional funding and expertise from private and voluntary sectors, robustly evaluate all funded activities and share results with schools and others in an accessible way.

Review of OfSted Framework

• • • • School inspection to have clear focus on pupil achievement, quality of teaching, leadership and management, and the behaviour and safety of pupils. The new framework is scheduled to come into force in January 2012, (subject to legislation). Inspectors will be required to have regard to the needs of the range of pupils at the school, with particular emphasis on the most vulnerable and disadvantaged groups. Inspectors will consider the attainment and the progress that all pupils are making relative to their starting points and will have access to data through RAISE online which gives a breakdown of performance by various categories including gender, ethnicity, EAL, FSM, special needs and children in care. These data will inform inspectors’ judgements about the school as a whole, as will data on behaviour, and exclusions. Ofsted to launch consultation this Spring- please submit your views!

National Curriculum Review

• ‘Review of the National Curriculum, with the aim of reducing prescription and allowing schools to decide how to teach, while refocusing on core subjects’.

• ‘E’ Consultation ‘Call for Evidence’ started 20/1/2011 ends 14/4/2011.

• Review in two phases: English, Maths, Science and PE first, with a view to schools receiving new curriculum by September 2012 and implementation from September 2013; • Second phase of remaining subjects reviewed and with schools by September 2013, implementation from September 2014.

Wolfe Review of 14-19 and Vocational Education

Wolfe Report Published Thursday 3 March: Proposals include: • • • Allowing 14 to 16 year olds to be enrolled in colleges so they can benefit from high-quality vocational training.

Ensuring anyone who fails to achieve at least a ‘C’ in GCSE English or maths must continue to study those subjects post-16. Removing the current incentives, created by the funding system and performance tables, to enter students for low-quality qualifications.

• • Michael Gove has already agreed: • To allow qualified further education lecturers to teach in school classrooms on the same basis as qualified school teachers.

• To clarify the rules on allowing industry professionals to teach in schools.

To allow any vocational qualification offered by a regulated awarding body to be taken by 14 to 19 year olds.

To allow established high-quality vocational qualifications that have not been accredited to be offered in schools and colleges in September 2011.
