Entry Authorization Lists (EALs) for Missile Field access and WSA access

What is involved in the process

o

The EAL process requires coordination between the Contractor, Contracting officers, Point of Contacts (POCs), Security Managers, Pass and Registration, Security Forces Group, Operations Group, Missile Maintenance Group, Munitions Squadron, and the Missile Wing Commander.

o

This process can take up to 20 work days to complete, or as little as a few days. There is no guarantee for a quick turn around, so plan for the extreme amount of time for processing.

Your responsibility as the Contractor

Provide all pertinent information for the EAL to the Contracting Office/Officer, POC, or directly to the Security Manager for processing. Maintain all EAL request and personnel lists in your files. Allow enough time to process the EAL, without affecting work schedules.

Ensure your personnel have the correct documents on their person when accessing a site.

How to start an EAL

1. Provide the following for the request of the EAL (via encrypted email or hard copy):

o

a. Name of awarded Company on the contract.

o

b. Dates required for the completion of the contract.

o

c. The reason for the contract. (nature of the work to be performed)

o

d. What areas will the contractor need to access?(i.e., sites for missile field, capsule, restricted areas, bays)

o

e. Will the contractor need photographs to be taken? (Contractors will not be allowed to take their own photographs, but will be allowed to have photographs taken for them with oversight from Security Forces personnel. This must be arranged prior to arrival at site.)

o

f. Who is the Point of Contact (POC) for this EAL? (Who can speak about the reasons above for the contract?)

o

2. Personnel information needed:

o

a. Full name of individual (Last, First, Middle Initial). *

o

b. Full Social Security Number. *

o

c. Drivers License/ID card number and state of issue, or Passport number. * * Names must match exactly on all forms of ID’s.

o

d. Date of birth.

o

e. Company which employs the individual.

o

3. Provide all information in an excel spread sheet. It needs to be listed alphabetically by Company, then by last name under those Companies. (a spreadsheet will be provided upon request)

After submission of EAL request

o

1. Once the Security Manager receives the request for an EAL, the members listed will be checked through Pass and Registration for any federal offense.

o

a. If a member has any of these offenses on record, they will NEVER be allowed on base: Murder, terrorism, treason, sabotage, espionage, on a watch list, sex offender, etc.*

o

b. If a member had a minor federal offense in the last 10 years, they will not be allowed on base until 10 years past the offense.

o

c. If a members identity can not be verified, they will not be allowed on the base. * A memo outlining all offenses is available upon request.

o

2. If a member is rejected from the EAL, the Contracting Officer will be notified, who will in turn notify the Contractor. You will be afforded time to add another name to the EAL if you chose, or proceed forward with the process; less the rejected person.

o

3. Once the EAL process is started, no additions/deletions will be accepted until the EAL has gone through all signatures in the process, and the EAL is posted in the Missile Field or the WSA.

4. After the EAL is posted, the Security Manager will notify the POC, and they will in turn notify the Contractor of the names that have been accepted on the EAL. (A finished copy of the entire EAL will not be provided to the contractor due to the sensitive information contained within. A complete list of accepted names can be provided, but it is up to the contractor to maintain their lists accurately for any renewals.) 5. EALs can be made valid for up to a year. Most time frames are determined according to the specified contract.

Accessing the Sites/WSA

1. Contractors must produce documents used on the EAL to access the site. (If any information is incorrect, they will be ejected from the site.) 2. All vehicles must have the Contractor’s name clearly visible, from 30 feet away, on each side. If it is a rental vehicle, the contractor must have all contract information on hand for inspection. 3. All persons, possessions, and vehicles are subject to search at any time when entering/in any restricted facility. 4. Contractors will be escorted at all times while on site.
