Mr Chairman,

Being the first time I am taking the floor, let me congratulate the Indian
Government on the successful holding of this prestigious India-Africa
Conclave, and on all the arrangements for the event;

African governments have been undertaking reforms to attract investors
and improve competitiveness and people´s living standards;

Power generation centres located away from major load centres in the vast
majority of African countries;

Therefore, massive investments in long distance transmission lines;

Africa is abundantly endowed with both fossil and renewable energy
sources, but given the huge magnitude of the required investments, the
issue of financing remains a major challenge;

The low level or lack of savings in most of our countries prevent the
development of the so needed energy infrastructure, resulting in low
performance of this critically important sector, especially in electricity;

A strong response to these challenges is essential to sustain and accelerate
economic growth;

Isolated national action will not suffice to bridge the energy gap;

Making the best use of hydropower, natural gas, and other resources will
require regional integration and the building of a regional energy
infrastructure.

The effective and timely implementation of newly identified viable energy projects in
Mozambique would contribute to sustainable power with a total of 4.348MW of new
generation capacity. These are illustrated in ANNEX I, namely:

In hydropower: 7 projects (3.715MW);

In thermal power: 5 projects (1.173MW) from coal and natural gas; in ANNEX III an
illustration of natural gas discoveries and potential uses in Mozambique can be
found;

In transmission (3.100MW): Most generation centers are located in the Zambezi
Valley. Therefore, the Tete-Maputo (Backbone) must be built to evacuate the power
to the load centers in the south and the SADC region (details in ANNEX II);

In Renewables: A Renewable Energy Atlas will be published by the end of this year,
and a feed-in-tariff mechanism (REFIT) will be put in place also by year´s end.

Renewables:

This is a particular point where we are expected to say something about the contribution of the Indian Government towards
the development of renewable energies. In Mozambique, India has been playing a very important role in this regard,
namely:
1.
Supporting the expansion of the national electricity grid into the rural areas: since 90% of generation is hydro
(renewable), this action is helping replace firewood and other unclean sources with clean energy; millions of our citizens
are benefitting from this effort;
2.
Supporting the electrification of 220 rural schools, 209 rural clinics, 145 houses for teachers and nurses, 29 public
buildings and 59 fridges for vaccine conservation, which is benefitting a significant number of our citizens in the rural
areas; with this effort, India is not only contributing to the expansion of renewable energies but is also helping our rural
women to get safer births, go to school in the evening, thus improving their living standards;
3.
With the assistance of the Indian government, we are building a solar photovoltaic assembly plant in Maputo, expected
to be commissioned in July this year;
4.
Together with the above project, a number of Mozambican engineers are being trained in India;
5.
An MOU is under preparation the serve as a general framework for our future bilateral cooperation in the renewable
energy sector.

We need to ensure that the energy sector development relies on diversified sources, even if in a particular country
there is one abundant type of resource;

The diversification of the energy matrix allows for a balanced use of natural resources and increased security of
energy supply, stability and affordability;

This implies the use of improved technologies, such as Carbon Clean Technology, whenever it is needed;

A high degree of regional energy integration and cooperation is critical to collectively ensure energy supply
security, regional competitiveness, and effective environmental safeguard and protection;

An adequate coordination in project planning and implementation becomes critical, through the strengthening of
Regional Bodies, such as Regional Economic Commissions, Regional Power Pools and Regional Power
Regulators;

The strengthening of public–private partnerships and cooperation at different levels, as well as a joint identification
of alternative solutions to the challenges facing the energy sector in Africa is also very critical;

All this requires the strengthening and consolidation of the right policies and reforms that are being implemented
to ensure the consolidation of macroeconomic stability and efficient fiscal management.

In Mozambique, a successful investment in sustainable power is guaranteed, since we have:
◦ Abundant renewable and non-renewable sources of energy (hydro, natural gas, coal and
renewables);
◦ A stable political climate;
◦ A stable SADC region;
◦ An investment-conducive legislation and regulations;
◦ A region in shortage of energy, due to reduced generation capacity;
◦ The business openness in the energy and natural resources sectors, including agriculture,
tourism and infrastructure development);
◦ A friendly, easily trainable, and hard-working labour force;
◦ Excellent natural conditions for leisure and entertainment, including our famous smile and
always welcome hospitality, and the rich and delicious gastronomy.

Therefore, our final message is always: “come and see us, once; come and see us again and
again; come as many times as you wish; if you like us, you are free to come and stay with us; if
you decide to come and stay with us, please don’t leave your money behind. Bring it to
Mozambique!
