Ia. What were/ are the key changes brought about/
actions taken by the incumbent PRBoA?
1) 2007 - Launched an Official Campaign i.e.
specifically directed at the DPWH (and other
national agencies) and LGUs nationwide, to
Disseminate Information on their Mandated
Compliances under law to Fully Implement/
Enforce R.A. No. 9266 (The Architecture Act of
2004);
2) 2007 - Commencement of a Policy of Direct
Engagement of Identified Public/ Private Sector
Entities Apparently Committing the Willful,
Organized/ Institutionalized Violations of R.A.
No. 9266;
Ib. What were/ are the key changes brought about/
actions taken by the incumbent PRBoA?
3) 2007/ 8 - commenced the registration of
architectural firms (juridical entities) and foreign
architects with the PRC as mandated by law;
4) 2008 - launched the PRBoA website at
www.architectureboard.ph; visits logged as of
date at approx. 630,000; the website contains
about 500 documents with +/-5,000 pages;
5) 2008 - Restored the Crediting of Portions of the
Mandated 2-year Examinee Apprenticeship Work
(sub-professional training) while enrolled (allowed
from 1950 through 2004 but disallowed from 2005 through
2006); this considerably increased the number of
examinees;

actions taken by the incumbent PRBoA?
6) 2008 - The PRBoA actively participates in efforts
to properly implement/ enforce the 1977 National
Building Code of the Phils. (NBCP/ P.D. No. 1096);
the PRBoA also makes compliances with site
planning and building laws a primary focus in its
Licensure Examination for Architects (LEA); the
NBCP, the Fire Code and the Accessibility Law
are made centerpieces of the LEA subject of
architectural design and site planning (ADSP);
7) 2008 – PRBoA retains a private counsel to map
out a legal program to help it attain the full
implementation and enforcement of R.A. No. 9266
at the medium term;
Id. What were the key changes brought about/
actions taken by the incumbent PRBoA?
8) 2009 - The PRBoA holds senior executive officials
accountable for the apparently concerted
violations of its law; the PRBoA files a graft
complaint at the Office of the Ombudsman
against the then DPWH Secretary, 2 DPWH
Undersecretaries and various private entities
perceived/ alleged to have benefited from official
acts that apparently violate R.A. No. 9266;
9) 2009 - Fully Computerized the Licensure
Examination for Architects (LEA) to fully comply
with 2 laws; eliminated drafting from the LEA
subject of architectural design and site planning
(ADSP); note that this was replaced by 5-7 situational problem sets (presently at
200 questions, about half of which can be answered only after sketching or drawing);
Ie. What were the key changes brought about/
actions taken by the incumbent PRBoA?
10) 2009 – Conducted/ presided at 4 Stakeholder
Fora to Discuss the implementation and
enforcement of various R.A. No. 9266 provisions
(some of which included lawmakers);
11) 2010 - Updated the 1979 Standards of
Professional Practice (SPP) and made it part of
the IRR, with assistance from the APO and the
other associations of architects (OAA);
12) 2010 - dissemination of standardized information
kits/ docs specifically directed at LGUs violating
R.A. No. 9266 and P.D. No. 1096 (1977 NBCP);
13) 2010 - PRBoA Chair chairs the 4th Central
Council Meeting of the APEC Architect Register;
continuing efforts to implement the ASEAN MRA
Ie. What were the key changes brought about/
actions being taken by the incumbent PRBoA?
14) 2010/ 11 - continuing dialogue and coordination
with the Executive Branch of Government for the
full implementation/enforcement of R.A.9266; and
15) 2011 - in case of the continuing inability on the part of
the executive branch of Government to resolve (after
nearly 65 years of on and off executive, legislative and
legal struggle) the issue of the sole/ rightful State-
regulated professional who MUST exercise the
exclusive professional PRIVILEGE to prepare,
sign and seal ARCHITECTURAL documents, the
PRBoA together with its private legal counsel,/s
its stakeholders and allies in Government, are
now prepared to take the matter directly to the
Supreme Court.
IIa. Hallmarks of the incumbent PRBoA
1) Equal importance given by the PRBoA to
professional regulation, particularly its focus at
attaining the state of the full implementation and
enforcement of R.A. No. 9266;
2) Will only test objective knowledge and not
subjective skillsets in its LEA; eliminated all
possible weak points in the conduct of the LEA to
maintain the integrity of the LEA and the results;
3) Full support to the Executive Branch in the
holding of Foreign LEAs, the implementation of
ASEAN MRA and the APEC Architect Register; and
4) Facility in the use of the tri-media and the internet
to disseminate information to all interested
stakeholders/ users of architectural services
IIb. Hallmarks of the incumbent PRBoA
5) Fair to Architects and to their Clients, but has
already suspended or revoked certificates/
licenses of about 20 erring Architects (there are
now about 27,000 registered and/ or licensed
Architects/ RLAs);
6) Maintains cordial relations with opposing PRBs
but frequently wields the big stick against
opposing APOs (of opposing profession/s);
7) Over the last 4 years, the PRBoA Chair has been
sued (and the PRBoA has in turn sued) in the
course of implementing/ enforcing the law (its
but part of being a PRB member).
