Feasibility/Application stages
Jaspers support in two main project development stages:
1. Feasibility:
 Option (alternative) Analysis
 Definition of the project. Technical scope. Least cost
solution.
2. Application:
Set of documents, according to E.C. requirements. Reflect the
project as it has been designed.
 Cash-flow forecast (time, size)
 Implementation schedule (procurement plan, Red/Yellow)
 Capacity of Beneficiary. PIU structure. Technical Assistance
 Operations

Objectives to be reached (e.g. Urban Wastewater
Directive, quality standards)
Problem Definition
Definition of Technical Scope of the project
(analysis of alternatives!)
Compliance with requirements of the Operational

Example of a typical Wastewater Project
Extension Sewage Network and Wastewater Treatment
Plant:
• Capacity Extension, usually related to network extension
• Tightening of Discharge Standards: Tertiary Treatment
(N and P)
Verify and check:
• Demand Analysis and connection rates
• Sludge Management: Sludge Digestion and Energy
production (biogas)
• Industrial Water

• Pipe Material used, size (Ceramic, Plastics), Capital,
Maintenance and Replacement costs
• Gravity vs. Pressure pipes
• Infiltration and Stormwater Rates
• Reconstruction and maintenance needs (capped rates,
e.g. in Hungary)
