TNC/IR under new ESF
- Two possible options TNC is compulsory

smart, sustainable and inclusive growth
linked to actions supported by the ESF

Actions falling within the ESF scope
• which respond to MSs’ specific needs

indicative information on themes selected and
envisaged implementation mechanisms
TN/IR activities in these areas may build on
initiatives developed under ESF TN/IR
action or through other EU funded programmes in
previous programming periods, including
through the EU Learning Networks
Incentive (15%) for a specific priority axis
within an OP
MSs + COM ensure complementarity of ESF funding with other EU TN programmes,
to promote an integrated approach in policy areas supported by ESF

TRANSNATIONAL COOPERATION
1. Member States shall support transnational cooperation with the aim of promoting
mutual learning and thereby increasing the effectiveness of policies supported by the
ESF. Transnational cooperation shall involve partners from at least two Member
States.
2. Member States may select themes for transnational co-operation from a list proposed
by the Commission and endorsed by the ESF Committee.
3. The Commission shall facilitate transnational cooperation on the themes referred to
in paragraph 2 through mutual learning and coordinated or joint action. In particular,
the Commission shall operate an EU-level platform to facilitate the exchange of
experience, capacity building and networking, as well as dissemination of the
relevant outcomes. In addition, the Commission shall develop a coordinated
implementation framework, including common eligibility criteria, types and timing
of actions, and common methodological approaches for monitoring and evaluation,
with a view to facilitating transnational cooperation.

implementation of transnational cooperation, but also allow
for transnational cooperation in other ways;
• promote a qualitative use of transnational cooperation in the
ESF;
• concentrate transnational cooperation to a limited number of
priority areas / themes of the Operational Programme (OP)
and / or special calls for proposals in strategically selected
fields of intervention;
ESF 2014 – 2020 SWEDEN
• give the transnational cooperation with the Member States in
the Baltic region particular priority in the Operational
Programme in order to support the implementation of
EUSBSR;
• consolidate and develop the network BSN ESF and eventually
establish an arena for joint analysis, research and
development in the region, linked to the Member States'
transnational use of ESF (and flanking programs) in relation to
EUSBSR.
