ELIGIBLE STAFF COSTS

STAFF SALARIES INCLUDING SUPERANNUATION,
NATIONAL INSURANCE AND PENSION CONTRIBUTIONS.
(IN THE APPLICATION YOU SHOULD INCLUDE ANY
EXPECTED INCREASES IN GRADE OR PAY SCALES).
• CLEARLY SHOW THE NUMBER OF STAFF INVOLVED IN
CARRYING OUT THE PROJECT.
• SICK PAY / MATERNITY LEAVE (IF IT IS IN LINE WITH YOUR
ORGANISATION’S STAFF POLICY OR ON THE INDIVIDUAL’S
CONTRACT OF EMPLOYMENT).

ELIGIBLE STAFF COSTS (CONT.)

• VOLUNTEER TIME (UNDER THE APPROPRIATE STAFF

ELIGIBLE BENEFICIARY
COSTS
• BENEFICIARY TRAVEL / SUBSISTENCE – COSTS SHOULD
BE ESTIMATED FOR EACH BENEFICIARY FOR EACH DAY.
• CHILD / DEPENDENT CARE – COSTS SHOULD SHOW THE
WEEKLY OR HOURLY COSTS LIKELY TO BE INVOLVED
(BEST ESTIMATE).
• BOARD & LODGING FOR EXTERNAL COURSES ETC.
• WAGE SUBSIDY – MAX £144 PER WEEK – 12 MONTHS.
• PROTECTIVE CLOTHING ETC.

ELIGIBLE OTHER COSTS
• RENT OF PREMISES – IF YOU USE ONLY PART OF A BUILDING
FOR ESF PURPOSES, YOU SHOULD WORK OUT THE AMOUNT
YOU CHARGE TO ESF ACCORDINGLY.
• UTILITY COSTS – HEAT, LIGHT, WATER ETC. (APPORTION
ACCORDINGLY).
• HIRE & LEASE OF EQUIPMENT.
• DEPRECIATION OF OWNED EQUIPMENT.
• SMALL ITEMS OF EQUIPMENT (UPTO £1000) – THERE IS NO LIMIT
FOR THE NUMBER OF SMALL ITEMS UNDER £1000 WHICH YOU
CAN CLAIM FOR.

THE APPRAISAL PROCESS
After your project has been scored GONW is responsible for
assessing to what extent the proposed project fits our regional
objectives as outlined in the RDP.
The appraisal process has been introduced to ensure “best fit” of
projects to local and regional needs to ensure maximum benefit
from ESF support across the region.
The Appraisal Criteria are
• Best Fit to the RDP – which projects would best meet regional
need in terms of activity and outcomes including; over and under
provision, geographical area, target groups and occupational areas.
• Value for Money – what is being brought and the cost of delivery.
• Each Priority and Measure has its own set of appraisal scores.
NB.
P2 M3 has no appraisal criteria and is score based only.
PROJECT SUBMISSION
EVERYONE IS ADVISED TO ARRANGE FOR A THIRD PARTY TO
READ THEIR COMPLETED APPLICATION – IT IS ESSENTIAL THAT
THE APPLICATION FORM CLEARLY EXPLAINS WHAT YOUR
INTENTIONS ARE. REMEMBER THAT THE ASSESSORS WILL
ONLY HAVE THE INFORMATION YOU PROVIDE ON THE FORM.
PLEASE NOTE THAT YOU MUST NOT AMEND A PREVIOUS
APPLICATION FORM.
THIS WILL BE REJECTED BY
GOVERNMENT OFFICE SOFTWARE AND RETURNED TO YOU.
PLEASE ENSURE THAT YOU HAVE A SECURED FUNDING
PACKAGE IN PLACE INCLUDING ALL OF YOUR MATCH FUNDING.
MAKE SURE THAT THE PROJECT OUTCOMES IN SECTION 4.5

CONSISTENT PRIOR TO SUBMISSION.
WHAT HAPPENS IF YOUR
APPLICATION IS SUCCESSFUL?
• CONTRACT FORWARDED BY G.O. TOGETHER WITH AN INVOICE
FOR THE TECHNICAL ASSISTANCE LEVY OF 1.2% OF ESF GRANT
AND THE PROJECT PROFILE PROFORMAS AND CLAIM FORMS.
• FIRST ADVANCE OF 30% ON APPROVAL OF PROJECT.
• MIN OF 2 (MAX 12) CLAIMS TO BE MADE WITHIN ANY 12 MONTHS.
• 20% IS RETAINED FOR FINAL CLAIM AFTER THE PROJECT
COMPLETES.
• PROJECTS WITH ESF OVER £20K/PROJECT OVER 12 MONTHS
NEED AN EXTERNAL AUDIT CERTIFICATE (ANNUALLY).
• PROJECT CLOSURE REPORT TO BE FORWARDED TO G.O.
WITHIN 60 DAYS OF PROJECT FINISHING.
