Key elements of the Commission proposal for the future ESF 2014-2020 European Social Fund The ESF: an essential part of Cohesion Policy Expression of European solidarity Essential for delivering on 2020 Direct contribution to 3 out of 5 headline targets Investment in Human Capital Reaching some 10 million people per year Investing in people and systems OECD: most important for medium term growth And yet in 20 years ESF share in CP from 40% to 22% MFF: Minimum share ESF in cohesion envelope (at least 25%) European Social Fund Guiding political principles Concentration on Europe 2020 strategy and stronger focus on the most vulnerable groups and people Better involvement of social partners, local authorities & NGOs Reaffirming gender equality and non discrimination at the core of ESF Strengthening the ESF added value through transnationality and social innovation Reinforcing the territorial dimension of the ESF and ensuring better coordination between the funds Simplification and improving accessibility of funding specially for small beneficiaries New possibilities to use financial instruments European Social Fund A scope in line with Europe 2020 18 Investment priorities in 4 thematic objectives ESF contribution to the other thematic objectives notably: 1.
