Working for Warwickshire – Competency Framework
The Working for Warwickshire Framework provides all staff with details of the knowledge, skills and
qualities we need from our managers. This ensures that all managers, and staff aspiring to be
managers in the future, are clear what is expected to deliver services in Warwickshire.
The framework includes a simple self-assessment tool which managers across the organisation should
begin using when reviewing performance and agreeing development needs as part of their appraisals
and 1:1 sessions.
To support the use of the framework the following information is available:

Aim: This workshop offers an introduction to commercial practices and aims to bring to life WCC’s
“Being Commercial” role specific competency and behaviours. It provides a practical
understanding of what “being commercial” really means and starts to develop the skills and
knowledge to operate commercially.
Learning Objectives: By the end of the session participants will be able to:

COSHH – Employee Awareness
1-2 hours
Aim : To provide a basic knowledge of the COSHH regulations, risk assessments, chemical
hazards and the practical use and storage of hazardous substances.
Learning Objectives: By the end of the course attendees will:

Have a general understanding of the relevant legislation and WCC policy
Understand their employee roles and responsibilities to ensure safe use and storage of hazardous
substances
Understand principles of good practice
Understand the differences between COSHH assessment and Material Safety Data Sheets and the

Cost Centre Management

1 day
Aim: To provide a practical and interesting training day which will not only clarify managers’ role,
responsibilities and accountability for managing their budgets, but also build their confidence and
help managers to perform their budget management responsibilities more effectively.
Learning Objectives: By the end of the course, participants will be able to:

Explore where the money comes from to fund council services and to explain the reasons behind the
County’s current financial position.
Enable managers to understand their responsibilities and accountability for their budget.
Explain the need for budgets to be linked to plans and in particular to demonstrate how to link budgets
to business plans.
Help managers to be able to prepare realistic budgets and to be able to make realistic forecasts of
expenditure.
Explain the budgetary control process
Using a case study, to practice managing and controlling revenue expenditure to keep within the
approved budget.
Clarify the expectation that managers take actions to address budget issues/problems that arise and
therefore keep expenditure within their own approved budgets.
Identify the pre-requisites for successful budget monitoring.
Practice analysing a budget monitoring statement and recommending appropriate responses.
Be aware of the council’s financial regulations/rules and budgetary procedures, including year-end
procedures, that all managers must operate within.
Identify specific questions/issues about their own budgets for discussion with finance staff after this
workshop.

Cost Centre Management – Strategic Financial Skills
WFW MR021
1/2 day
Aim: This half day workshop aims to both clarify the role and responsibilities of senior managers for strategic
financial management, and to also provide the tools to enable them to successfully perform those
responsibilities.
Learning objectives: By the end of this workshop managers will:
• Be clear about their own role and responsibilities for sound financial management as set out in the councils
financial regulations and be able to distinguish those from the responsibilities of their cost centre managers,
finance staff and elected members.
• Understand the different activities involved in performing their responsibilities at the different stages of the
council’s annual financial cycle
• Appreciate the importance of engaging their cost centre managers and other managers, when making
strategic decisions on savings and growth, and have discussed and determined processes for successfully
achieving this
• Have a range of approaches for communicating ‘bad news’ about budget reductions to their managers, and
for supporting them when they deliver that news to their teams
• Have agreed common approaches for delegating their budgets to cost centre managers and for holding those
managers accountable to them for both their financial and service performance
• Have practised using an Agresso budget monitoring statement to help them prepare for a budget and
performance meeting with their cost centre managers
• Appreciate the need to consider and manage the impact of their budget decisions on other services and the
council as a whole.

Cost Centre Management – Financial Skills for
Managers of Traded Services

Aim: This practical and participative workshop aims to help managers understand their financial responsibilities
and to provide the knowledge and skills required to successfully perform those responsibilities.
Learning objectives: By the end of this workshop everyone will:
• Be clear about their own role and responsibilities for the financial management of a traded service
• Know how to set about establishing the full cost of their activities]
• Be able to distinguish direct from indirect costs and understand overhead apportionment and recovery
• Be able to distinguish fixed and variable costs and understand why it is important to reduce fixed costs where
income is uncertain
• Appreciate how to set about pricing their activities and be able to calculate an hourly rate and determine
break-even points from different volumes of sales at different prices
• Be clear what to monitor and how frequently, to fully understand and manage their traded position and be
able to use an Agresso report to establish their traded position
• Be clear about the council’s reporting requirements regarding their traded position
• Have a personal action plan for translating their learning into practice at work.

Aim: To provide all the required first aid skills necessary to manage a patient that is not breathing
normally, is unconscious, bleeding or is ill or injured prior to the arrival of the emergency services..
Learning Objectives: By the end of the course participants will be able to:

Clarify the principles of First Aid, including chain of survival, emergency management procedure and
care cycle
Examine aspects of Scene safety
Practice basic life support techniques and identify life threatening conditions
Understand additional information relating to patients such as patient history, signs and symptoms, past
medical history
Explore first aid such as difficulties with breathing, circulation, environmental, nervous system and other
medical problems
Appreciate responsibiliti8es relating to First Aid Health and Safety such as first aid kits, other injuries,
Health and Safety at Work and legislation, risk assessment of first aid, control of substances hazardous
to health (COSHH), accident reporting.
Who’s it for
For individuals who have been identified as the first aider (FAW trained employee) as part of their first aid
needs assessment (as required in WCC First Aid at Work Policy).
Certification
The course is HSE approved and attendees who complete the 3 day course receive certification after being
assessed throughout the course by the instructor based on observation of the essential skills. The
certificate will be valid for 3 years.
First Aid at Work – Annual Refresher
3 hours
Aim: To refresh the required first aid skills necessary to manage a patient that is not breathing
normally, is unconscious, bleeding or is ill or injured prior to the arrival of the emergency services.
Learning Objectives: By the end of the course participants will have:
• Updated their knowledge
• Refreshed their skills
• Remained proficient in case of an emergency.
Who’s it for
For individual that require the annual refresher of first aid at work training (EFAW or FAW) as identified on
the first aid needs assessment (refer to WCC First Aid at Work Policy for details on refresher requirement).

2 days
Aim: To provide the required first aid skills necessary to manage a patient that is not breathing
normally, is unconscious, bleeding or is ill or injured prior to the arrival of the emergency services.
Learning Objectives: By the end of the course participants will be able to:
• Clarify the principles of first aid, including chain of survival, emergency management procedure and
care cycle
• Recognise aspects of Scene safety

Who’s it for
For individuals whose HSE First Aid at Work qualification is coming up for renewal (3 months before the
expiry date) or it has expired and need to review their qualification as it will still be valid if attended within
28 days after expiry of certification. Failure to renew in this timescale will mean that attendance at the full
course is required.

Aim: To raise awareness of the potential health and safety risks associated with undertaking work
at height and highlight staff responsibilities in carrying out work at height in a safe manner.

WCC.

an opportunity to undertake a short individual coaching session, so those who feel the need to, can discuss
personal issues in relation to flexible working practises in a confidential space. The coaching sessions
need not be longer than 40 minutes. You will need to book a time slot before you attend the session. This
