Questions
Question:
Can the Program Manager or any of its sub-consultants submit for design
projects?
Answer:
No. The Program Manager or any of its sub-consultants are not eligible for
design projects under the Flood Control Program.
2)
Question:
Will the Program Manager be contracted to do the geotechnical and
environmental work?
Answer:
The responsibility of the design consultant will require the firm to be fully
accountable for project design. Therefore, the design consultant will be asked
to provide (sub)-consultants for geotechnical and environmental services. At
times, for planning functions, as outlined in Section 1.4.4 of the RFQ and as
necessitated by the project, the Program Manager will asked to assist with
contracting for preliminary geotechnical and environmental services to
establish a scope of work, design, and construction plan.

Question:
When will we know what firm has been selected for Program Manager?
Answer:
Staff review and recommendation -
Late Aug. to Early Sept.
Short list and interviews -
Mid to Late Sept.
Selection -
Late Sept. to Early Oct.

When will the RFQ’s for design services be posted?
Answer:
The design services RFQ’s will be posted subsequent to the selection of the
Program Manager. (Late Sept. to Early Oct.)

Questions
Question:
Assuming two Program Management Teams are selected, Team A and Team B.
Team A is assigned projects 1-10 and Team B is assigned projects 11-20. If I
am on Team A, will I be eligible to compete for design services for projects 1120 or vice versa?
Answer:
The Bexar County Flood Control Program has been designed to incorporate
one Program Manager for its management of its projects. Therefore at this
time there is no anticipation that a second manager (two Program Managers)
be contracted with Bexar County to fulfill the delivery of projects. Should
decisions be made to hire two Program Managers, the above question will be
answered fully at the appropriate time.

Questions
Question:
Will the selected Program Manager be asked to present status of the Flood
Control Program to Commissioners Court during the duration of the contract?
And how often?
Answer:
The selected Program Manager on a “as needed” basis will be making some
presentations to Commissioners Court? It is anticipated during the first year of
the Flood Control Program a quarterly presentation with regard to status of the
program will be made to Commissioners Court.

Question:
Is it the County’s intent to keep the liquidated damages as part of the program
management contract?
Answer:
No. It is not the intent to keep liquidated damages as part of the program
management contract.

Question:
Is there a list of projects already selected by the County for the 2007-2010
portion of the program?
Answer:
No. Bexar County Commissioners will finalize the list of projects (2007-2010) in
early September along with budget approval for FY07-FY08.

With regard to the program management effort do you see the geotechnical
role as a simple oversight role?
Answer:
No. At times, for planning functions, as outlined in Section 1.4.4 of the RFQ

Does it benefit the program management team to have a geotechnical firm on
board or can it be in-house if it is simple oversight?
Answer:

Question:
If the geotechnical role is minimal in the PMC effort (i.e. simple oversight), will
the geotechnical firm that is on the PMC team, be restricted from being a sub
on a design team or from performing materials testing for design projects?
Answer:
The Program Manager or any of its sub-consultants are not eligible for design
projects under the Flood Control Program.

Question:
Does this scope of services involve “the practice of engineering” as defined in
the Texas Engineering Practice Act? If yes, will respondents be required to
demonstrate their firm is registered in accordance with section 1001.405 of the
Act?
Answer:
The RFQ was written with the intent of not including “the practice of
engineering”. The RFQ makes this distinction by not allowing the Program
Manager or any of its subconsultants not eligible for design projects under the
Flood Control Program. There will be some level of peer and constructability
for plans and specifications review required by the Program Manager but not
the practice of engineering as defined by the Texas Engineering Practice Act.

Questions
Question:
Can Bexar County describe existing staff in terms of numbers and
qualifications that the PMC will “complement or supplement” (Paragraph
1.1.2)?
Answer:
Existing Bexar County Flood Control staff consist of 1 – engineer, 1 – part time
engineer, 1- E.I.T., 1- administrative assistant, 1- part time business
coordinator. The titles attached to each provide a basic outline to the level of
qualifications and responsibilities.
