Implementation of the EPBD
in Finland
• Ministry of Environment
• EPBD is implemented with acts,
decrees and building codes
• In force from 1.1.2008
– new buildings
– existing buildings 1.1.2009
Energy Certificate Act
• Compulsory for new buildings and for buildings sold or rented
out
• Voluntary for other existing buildings – public buildings
• Energy certificate has to be presented to the municipal authority
when granting the building permits (new buildings)
• Valid 10 years; new buildings 4 years
• Energy consumption
– new buildings calculated
– old buildings according to the consumption (end use – not primary
energy)
• Energy certificate provided by
– new buildings: the building designer
– existing buildings:
• property manager or chairperson of the board
• in connection of energy audit the energy auditor
– separate certificates
• empowered persons with appropriate professional qualifications
Energy Certificate Decree
• Classification (rating scale) for 10 building types
• Calculation regulations for 5 cases
– The National Building Code of Finland
• D5 Calculation of Energy consumption and Power
Needs for Heating of Buildings
– very detailed rules
• Form of the certificate (3 different)
• Detailed regulations (directions) for property
surveys
• Competence requirements for certifiers in case of
separate certificates
Energy Certificate Form
Comparision between Display and
Finnish legislation
• Similarities
– A to G classification
– Operational ratings
– According to the actual consumption in existing buildings
• In Finland certain corrections
• Differences/information missing
– primary energy/end use energy
– public service buildings
– climatic correction factor
• Display local/Finland corrected to the Middle Finland
–
–
–
–
corrections to the consumption
water consumption
CO2 emissions
energy sources
Implementation of energy
certification in the City of Helsinki
• In case of new buildings, selling or renting
– the official energy certification (legislation)
• In existing buildings (voluntary)
– Display®
– in case of renovation Display® and/or official
– exemplary role
• Voluntary energy conservation agreements with the
Ministry of Employment and Economics
– public buildings will be provided with energy certificates
• Helsinki uses Display®
Setting of energy performance
requirements
• Implemented by The National Building Code of Finland
(NBCF)
– D3 Energy performance of buildings, regulations and
guidelines
– new buildings
– calculated heat loss may not exceed the heat losses of the
reference building
– regulations for designing of heating, ventilation, lighting and
control systems
– good indoor air climate must be obtained also during
summertime (cooling)
– calculation of the energy consumption
• NBCF D5 or other appropriate calculation tool
Setting of energy performance
requirements
• Energy efficiency report for the municipal
authority when granting the building permits
– calculation of heat losses and compared to the
reference building
– specific fan power (SFP) of the ventilation system
– heating power
– need for cooling and indoor air temperature in the
summertime
– calculated energy consumption
– energy certification
