Lew Wallace Defining Teacher Quality…Finding a Balance Student test scores Teacher performance and student learning NM Teacher Evaluation System Teacher’s content knowledge HIGH OBJECTIVE UNIFORM STATEWIDE STANDARD OF EVALUATION (HOUSSE) EVIDENCE BASED SYSTEM ANNUAL EVALUATION PROCESS (LOCAL) LICENSURE ADVANCEMENT PROCESS (LOCAL & STATE) Based on New Mexico’s Nine Teacher Competencies with Differentiated Indicators for Each Licensure Level ANNUAL EVALUATION: 4 Processes PROFESSIONAL DEVELOPMENT PLAN (PDP): •Establish annually by 40th day of school on district form •Based on 9 state teaching competencies at indicators for licensure level •Includes evaluation issues from previous year (if applicable) •Assure teacher is “highly qualified” under NCLB (if applicable) REFLECTION ON PDP: SUMMATIVE EVALUATION: •End of year activity for every teacher on a statewide form •Statewide form to document a teacher’s performance on the PDP. •Teacher reflects on his/her progress in implementing the PDP •Completed annually for Level I teachers •Completed every 3 years for Level II and Level III-A teachers. PROGRESSIVE DOCUMENTATION OF TEACHER PERFORMANCE: •Statewide form to document a teacher’s continuous professional growth over a 3-year period. •Completed annually for Level II and III-A teacher only. THE PROFESSIONAL DEVELOPMENT DOSSIER FOR LICENSURE ADVANCEMENT Level I teachers MUST submit Professional Development Dossier in order to advance to Level II, within five year period at Level I. Advancement is possible after three years. If a Level II teacher wishes to advance to Level III the teacher must submit a Dossier after earning an MA and successfully completing a minimum of 3 years at Level II. (Advancement is optional.) Dossier includes 5 strands; 3 strands (A,B, &C) are evaluated by independent reviewers (state level); 2 strands (D&E) are completed at the district level. Context Describe your students & classroom context: Provide class information. Write brief description of range and growth in achievement levels for all students. List NM Student Performance Standards & Benchmarks. Provide any additional necessary information. II. Introduction Write brief Introduction of a 3-5 Consecutive hours of Instruction with one group of students: III. Instructional Record Knowledge & skills this instruction helped students learn Two-column description: How segment fit with previous and continuing instruction Integration of skills and content Organization of educational setting Differentiation of instruction Provide detailed description of your ongoing instruction. Left column – narrative description of events Right column – explanation of reasoning and how activity was adapted IV. Resources V. Student Work Present the resources & materials you used: Show example of high achievement student work. Collect examples of resources from Sections II & III of Instruction Strand. Show example of mid-range achievement. Label resources and arrange. Provide special instructions. Show example of low achievement student work. VI. Analysis of Student Achievement Explain the ways the class demonstrated achievement. Criteria for determining different levels of achievement. How three students differed in achievement. How achievement was communicated to parents. How you took data into account for next segment of instruction. INDEPENDENT REVIEWERS Professional Development Dossiers are assessed by trained reviewers – – – – – Teachers Administrators University Educators in Elementary/Secondary Retired Educators Any qualified educator with a background in elementary and secondary education. All PDDs are submitted through an on-line system developed by Vision Link of Denver, CO WHERE ARE WE NOW ? Three-tiered teacher licensure structure and evaluation system are designed and in place as of July 1, 2004.
