Purpose and major components
► This component relates to developing DPOs’ internal capacities in
view of acquiring the skills required for efficient and successful
action
► Purpose: DPOs are efficient and legitimate organizations
coordinating their efforts to represent the interests of persons
with disabilities
► 2 major components:
• Development of DPOs’ organisational capacities (management,
administration, finance, strategic planning, project development)
• Strengthening of DPOs’ function as representative organisations
(associative governance, expertise in new models and approaches of
disability, capacities as civil society actors)

Training (project cycle management, administration…)

Peer counselling
Calls for micro-grants
► Strengthening the function of representation
• Strengthening associative governance: election modalities,
representativity, information sharing, decision making
• Training DPOs on new models of disability and advocacy techniques
Guiding questions
► What are the major challenges that DPOs face with regard
to the functioning of their organisation as an associative and
representative structure?
• How to choose the best strategy to strengthen a disability
movement? Supporting existing structures to improve or
supporting new organisations to emerge?
• When/ where should HI stop supporting DPOs to develop
organisational capacities? What are the different options of
partnership?
• How to support DPOs to become more representative? How to
identify visible structures and invisible structures? What are the
possible governance models?
• What are possible mechanisms to ensure good sharing of
information and power between DPOs/ federation and
members/ member organisations?
