Consensus that Energy Access plays an
important role in development
• purpose of DEA is to document and hopefully
quantify such impacts
• provide a possibility to improve future projects
• focus on how information on development
impacts can feed back into policy, project
formulation and implementation
• Because of the multi-sectoral nature of
development impacts, we must involve all
relevant stakeholders, not just Energy
