Request for Proposals RFP #14-01 Pre-Proposal Conference Harris County Housing Authority Sept. 5, 2014 10:00 AM RFP # 14-01 • Multi-Family Rental Housing • Private Activity Bonds & 4% LIHTC – projects that did not get funded last LIHTC round but are ready to go (shovel ready) • Existing 9% LIHTC projects requiring rehab – purchase of the General partnership Interest RFP # 14-01 • • • • • • August 21 & 31, 2014 – Advertise September 5, 2014 – Pre-Proposal Conference September 9, 2014 – Written Questions September 12, 2014 – Response to Questions September 23, 2014 – Proposals due September 30, 2014 – Complete Developer Selection RFP # 14-01 • October 8, 2014 - MOU executed • October 15, 2014 – HCHA Board approval • October 30, 2014 – GP Interest Purchase/Development Agreement RFP # 14-01 • • • • Texas General Land Office Rental Activity- Affordable Rental Housing 51% of units Occupied by LMI persons Income and rent restrictions apply for units assisted with CDBG funds • LMI Objective – to assist individuals whose total annual gross income does not exceed 80% AMI, adjusted for family size RFP # 14-01 • • • • Very low – 30% AMI Low – 31% - 50% AMI Moderate – 51% - 80% High Opportunity Areas – Census block with less than 65% minority concentration – Census block with less than 35% poverty concentration RFP # 14-01 • FEMA Calculation Data by Income – Very Low – 35% of the units – Low – 22% of the units – Moderate – 11% of the units – Non-LMI – 32% of the units Cannot over serve a higher income from a lower income category RFP # 14-01 • Compliance in accordance with the TDHCA’s CDBG Disaster Recovery Program • Rents must comply with High HOME rents and other LURA restrictions as applicable • HOME rents – equal to lesser of FMR or 30% of the adjusted income for people earning 65% AMFI • Home rents – see TDHCA website RFP # 14-01 • CDBG Funding – 0% performance based loan, forgiven as obligations are met • 10 year affordability period • LURA must be in place • Project must be located in Harris County outside of the City Limits of Houston
