About the Center of Program and Policy Evaluation
• The Center of Program and Policy Evaluation was created in 2004 by the team of
experts’ in order to promote and apply in Russia the advanced methods of
performance evaluation, performance measurement and evaluation of political
outcomes of state policies, state programs and public activities implementation, as well
as regulatory impact assessment.
• Today in CPPE there are 7 employees working on a regular basis and more then 20
freelancers involved in ongoing projects and grants.

Federation» (together with the SU-HSE Institute of Statistical Research and Economy of Knowledge) on
commission from Federal Agency of Science and Innovation of Russia (2006)
• «Monitoring of Russian legislative execution practice in order to evaluate the influence of measures on
reduction of administrative interference into business activities on the entrepreneurship development,

Higher School of Economics (Economics, Sociology, Applied Political Science, Public Administration);
St. Petersburg State University (Sociology, Law);
• Two PhDs, nine MAs, eleven BAs, the majority continues education – postgraduate studies, master
studies, extended education courses (MSU, SU-HSE, Sciences Po, University of Bern);
• Numerous foreign traineeships (USA, Germany, France, UK, Switzerland, etc.);
• Fluent foreign languages – at least two of three key working languages of world evaluation community
(English, French, German).

Main methodological principles of СPPУ evaluation approach
• Adaptation of best foreign practices to Russian reality;
• Fact-oriented evaluation;
• Use of mixed methods (statistics, peer review, in-depth interviews, etc.);
• Research team consisting of different sectors representatives (economists, sociologists,
political scientists, industry experts).
