The participation age will be raised to:
• For 16 year olds -end of the academic
year in which they are 17 from Summer
2013
• For 17 year olds to their 18th birthday
from Summer 2015
• Applies to all those resident in England
• Enforcement deferred
What counts as participation?...
• full time education (school, college or
independent provider for at least 540
hours
• home education
• Apprenticeship
• full-time work including at least 280
hours of education

Voluntary extra-curricular activities and clubs delivered during breaks or

Traineeships
Aim: To provide a new training route for young people who are motivated by and
focused on work, but who do not yet have the experience or skills to secure suitable
employment, including an Apprenticeship.
For 16-19 year olds they will form a key strand of Study Programmes
For 19-24 year olds they will fit with the wider set of initiatives for this group.
Traineeship core features
We propose that Traineeships will contain three core elements:
 A focused period of work preparation training
 A substantial, meaningful work placement
 English and maths for young people who have not achieved a GCSE Grade C
Many of the students on Traineeships will be in the ‘Extended Work Experience group
