Why is Purchasing Energy in Schools
important?
The reality is:
Devolved budgets and tight resources
Energy costs are rising
Schools are part of the ‘Efficiency Agenda’ and required to
make 2.5% savings
In many schools 15-20% reduction of the annual energy
consumption is a reasonable and attainable target

Proposed Consortium
Energy Procurement
Strategy
A consortium facilitates the provision of energy supply contracts on
behalf of a number of local authorities.
Electricity and gas costs have increased substantially over the last
five years and the Consortia are considering changes in the way
they let energy contracts
Benefits from the proposed changes:– Variable prices have a narrower range and on average deliver lower
costs than fixed prices
– Prices smoothed – elimination of price shocks during a budget period
– More competition for more attractive contracts
– Reduction in time spent on tendering processes
– Supplier consolidation
– Substantial contract value and longer term agreements

Primary objective for Consortia involvement was to
offer customers environmentally friendly products
12 local authority partners across Europe
Pan European Procurement Exercise delivering
environmentally friendly
(1) LCD Computer Monitors
(2) Cleaning Materials

Sustainable Energy
‘Buying Renewable Energy’
Consortia are committed to the environment, as much
as 79% of electricity may be supplied from accredited
renewable sources such as:
Wind Turbines
Energy generated from waste
Solar Power
Hydro
(National production of electricity from renewable sources is only 4%)
Sustainable Energy Catalogue
A group of consortia have joined together as
“Pro5”. One of the initiatives they are leading on is a
“Sustainable Energy Catalogue” available in 2007.
The proposed catalogue will cover three main
areas:(1) Micro generation – wind turbines - solar panels
(2) Energy conservation
(3) Totally recycled products
Sustainable Schools
Grants available:DTI
DTI’s low carbon buildings programme will provide grants for micro
generation technologies to schools and not for profit sector &
private businesses.
DTI’s programme will fund a wide range of microgenertion
technologies including:- Solar photovoltaic, wind turbines, small

Defra offer a Bio-Capital Grant scheme
The grant supports the installation of biomass fuelled heat and
combined heat & power projects in schools in England
Grants can vary from £25,000 to £1 million. The scheme runs for
