The 2011 White Paper (28.3.2011)
An agenda towards a competitive and resource efficient
transport system :
•
Roadmap to a Single European
Transport Area in which all residual
barriers – between modes and between
borders – are eliminated
|
2
White Paper :
the objectives of the European transport policy
»
Use less energy
» Use cleaner energy
»
Exploit efficiently a
multimodal,
integrated and
‘intelligent’ network
|
3

The Goals for a competitive and
efficient rail
Optimising the performance of multimodal
logistic chains, including by making greater use
of more energy-efficient modes
Increasing the efficiency of transport and of
infrastructure use with information systems
and market-based incentives

The results of the RMMS 2010 survey:
conclusions
•
•
•
•
Evolution of both freight and passenger traffic was
negative in most Member States in 2009
The market share of non-incumbents companies
rose significantly but still low
The number of railway licencies was rather stable
Significant disparities between Member States
remain regarding track access charges

Europe is convinced that rail transport is a
key to address the challenge of sustainable
transport for tomorrow. But to make sure
that this strategy is successful the rail
industry has to be prepared to undertake
profound reforms and look beyond its
traditional borders.
