Introduction
Welcome to the wonderful world of
Computer Based Training (CBT)!
Hi, I’m MSgt
Vic Basal
and
I’m MSgt Dawn Godinez
We’re here today to help you make the transition from two AFIs
covering the officer and enlisted evaluation systems to a single AFI
covering both. We were elected to be the spokespersons because our
boss considers us to be the current AFPC “Experts” on our respective
chapters of this new AFI.
We’re ready to start now, so if you’re ready, simply click on the
“Arrow”
button at the bottom right of the screen and off we’ll go!
(Best estimate--you can qualify “Expert” in about 45 minutes)

Our Foot-Stomper
Whenever there is a really important factoid
(bit of information) that requires your full
attention, one of us will pop up and point that
out. After you have read one of our notes, you can click on
the note itself to move forward in the training. As Chief,
Evaluation Procedures Section and Superintendent, Officer
Evaluation Boards Section at AFPC we lead the sections
that you would call if you can’t find the answer to your
question from your MPF or MAJCOM.
Its always nice to give credit where credit is due. This
training program has been brought to you by the team at
AFPC/DPPPE.
For anything related to installing or operating the CBT
program, contact our development team at DSN 665-2920
([email protected]).

How does the CBT work? Generally, we will present an explanation of
changes to the evaluation system. After you review the information provided,
a few questions will check your understanding. Some of the questions will
show you that the knowledge you already have of the AF evaluation process
based on the old AFIs and numerous IMCs will serve you well today.

Overview
A BIG foot-stomp here! This is the
chapter where you need to spend a
lot of your time to become familiar
with where things are! Lots of meat here
and like we said, lots of new requirements and changes are documented
from the IMCs we have published since
1995. We will cover the major issues, but
recommend that as you read the
synopsis provided that you click on the
references and read what the AFI actually
says. Here you will find most of the
information needed by evaluators and
the Commander Support Staffs. To
return to the training from the AFI,

The next slide will list all of the changes for Para 3.7, but one clarification of particular note is in
Para 3.7.22.2. In the past, some evaluators may have inappropriately recommended SSS for a
major that had completed ISS through the nonresident program and was still eligible to attend
ISS in-residence. The AFI now spells out the policy in detail. An SSS recommendation for a
major is only appropriate if ISS in-residence was completed or the member is no longer eligible to
attend in-residence.

AFI 36-2406 - The Final Exam
•
We know what you are thinking. No one is watching.
I’ve learned all they can teach me about the new AFI. I
think I’ll just skip the test. You’re probably right--you
have read all we had to say--reviewed the AFI by using
all of the links, and are now pretty comfortable with the changes to the
evaluation systems. But, don’t you want to “Prove” you are really an
“Expert?” If so, take the few moments it will take to show the world
that you are now one of the AFPC trained experts on the new AFI. As
you select your answer, we will provide an “Instant” response. Please
answer the questions in the order they appear.
There’s even a certificate at the end, almost suitable for framing.

You are 100% correct!! Both of the old

OK, I know you will save them for

Answer - E. Eliminated requirement for including date
of Performance Feedback sessions on EPRs and
OPRs - was the only answer that was not
completely accurate. We did change the
requirement on the EPR--you now only have to
include the date for the last feedback session, but
you still need to document the fact that a session
was held or explain why it wasn’t.

Correct, the answer is False. Para

not permitted: Documents that can become
a permanent part of the officer’s selection
folder (i.e. PRFs considered by previous
selection boards, unsigned OPRs/TRs, or

We’d have to say that this one is
False--Sorry! The substantive changes
include: Requirement for ratee to sign the
PFW and the elimination of the mid-term
Performance Feedback date from the EPRs.
Also quite substantive would be the
Mentoring required on the officer PFWs.

Options rarely go to the member, so
this one would be False. Para 3.5.11 is very
specific on the subject and it goes like this:
– If the rater wants to write the report--the
report is written
– If the rater does not want to write the report
but the ratee wants one written, the Unit
Commander (for Enlisted) or Senior Rater
(for Officer) makes the final decision. Not
the Ratee.

Sorry, TIG rules still apply but we
have clarified them. Para 3.1.3.2.3
states: . “If the member is not TIG eligible for a senior rater
endorsement, the report must be endorsed by, and the final
evaluator will be, either the first B-level evaluator in the rating chain
(see paragraph 3.1.3.2.4) or a lower level evaluator. A senior rater
may endorse a non-TIG eligible report only in the following
circumstances:
– When signing as the rater
– When signing as the evaluator named in a referral
memorandum
– When a B-level rater does not qualify as a single evaluator and
there is no other B-level evaluator (such as the senior rater’s
deputy) to whom endorsement can be delegated.
