What is an IoH?
Implement of Husbandry (IoH), state law effective April 2014,
defines as:
A SELF-PROPELLED or
TOWED VEHICLE
manufactured, designed,
or reconstructed to be
used and that is
EXCLUSIVELY used in
the conduct of
agriculture.

• Any other self-propelled vehicle that directly
applies fertilizer, spray or seeds but not manure
, or distributes feed to livestock
Towed tillage, planting and cultivation
equipment and it’s towing power unit
Category C
Farm wagon,
farm trailer,
manure trailer,
or trailer

towed by or to
tow or pull,
another IoH.
IoH does not include:
1. An agricultural commercial motor vehicle.
2. A vehicle that is a commercial motor
vehicle under 49 CFR 390.5*:
• Has a gross vehicle weight rating or
• gross combination weight rating, or
• gross vehicle weight or
• gross combination weight, of
• 10,001 pounds or more, whichever is
greater
Track Vehicles
• IoH with tracks are allowed on Wisconsin highways
• Exterior supports will be considered axles
In the case of damage to the highway,
Wisconsin law makes operator of any vehicle liable.
From 46,000 to 60,000 + lbs
Mounted equipment

Maintaining Authorities (MA)
• Bridges over Interstate Highways
from end of approach ramp to end
of exit ramp, MA is the state and
state permit will be required.
• At an intersection of highways with
different MAs, a permit will be
needed from each MA.
• County highways that route thru a
village or city; need to check with
village or city; may stay county or www.AgVehicles.DOT.wi.gov
state road.
• Shared jurisdiction of highways, for
example at county or town lines.
NFP - Category B
MA is required to provide approved route for
Category B operation if permit application
denied.

• Category B for incidental travel (.5 miles) from field to field or farm to field)

Who completes a permit?
Applicant is:
• to be owner or lessee of the equipment.
• not the farm hiring a custom operator.
Neither permit application nor the permit need to be
signed by the operator.
NFP - Timeline
Upon receipt of application for NFP
• Within 3 weeks– must be given a final decision
• If MA fails to approve or deny within 3 weeks,
application is considered approved until applicant
receives a denial or 6 weeks from receipt of
application.
• Within 6 weeks, MA fails to approve or deny application is approved.
NFP - Amendments
May be applied for at any time due to an applicant's
change in circumstances, information or routes.
Upon receipt of application for amendment:

Within 5 business days– must be given a final decision
If MA fails to approve or deny within 5 business days,
application is considered approved until applicant
receives a denial or 10 business days from receipt of
application.
Within 10 business days, MA fails to approve or deny application is approved.
Enforcement
Wisconsin State Patrol is extending delayed
enforcement for Category farm tractors
and Category B IoH until midnight on April 14, 2015.
Operating oversize or overweight vehicle without a permit, makes it an illegal
vehicle on the highway.
