Type A - Glue money for networking/programming (order M€)
– GEC programs (4 secretariats)
– GEC projects (circa 30 IPOs)
Type B - International research consortium (order 10M€)
– Sustain research teams cross boundaries
Type C - National emergent programs (order 100M€)
– Capacity to develop new proactive programs, including
interdisciplinary
Type D - Blue/grey sky research (order 1000M€)
– Capacity to sustain disciplinary research
– Large potential on long term from new scientists generation
Funding fragmentation by agencies
• Belmont Forum is just a visible part of the iceberg
– BF agencies control only 5-20 % of GEC research in their countries
– Involve only G7+BRICS
• Many funders in cooperation/competition
– Within nation: Ministries, national agencies, state/region
agencies, local universities…
– Between nations: Regional agencies, regional and world funds
Funding Challenges
• How insure a coherent evolution of funding
towards FE ?
• Need to have a plan not only for type A but also
type B & C, and on long term on type D !
• Need to implement cross various nations, and
inside nations cross various funding players
>>> It urges for a “funding strategy” that could be
used by key funders and scientists to propagate FE
concepts and needs

– Need to secure money towards FE… and extend
• BF competitive CRA calls
– Impulse one shot innovative approaches
– Feed type B … and finally type A for biggest budget
• IGFA/BF member’s national programming

– Capacity building to engage all, in particular for type D
• IGFA/BF member’s international initiative

• IOF : a flexible tool, open to any funder, all common but the money

within each G20+ country
– Targeting ministries, others research agencies, organizations,
and foundations, development funders, key regional actors…
