EENA’s objective
Promote the knowledge and efficient use of the 112
all over Europe, by acting
1. As a neutral discussion platform bringing
together all the actors (organizations,
enterprises and individuals) involved with the
development and implementation of the 112.
2. To authorities EP, EC, national governments…
EENA believes in the following principles
• Knowledge of the 112 is a fundamental right – it
can save lives (today only 20% of Europeans
know about it).
• Calling the 112 should result to the appropriate
help, as soon as possible, at the place of the
emergency.
• Right to the same high quality safety and security
standards within the EU.
• Right to the same medical treatment in case of
accident or disaster.
Annual emergency calls
Within the EU, 80 to 100 million emergency calls
• Of which 40 million on mobile phones
– Of which 3,5 million bad location information
 loss of time
– Of which 2,5 million without location information
 cannot sent help
Concerning 100 millions of Europeans travelling
every year within EU !!!
• What about multilinguism problems and no
access to emergency services because no
number to call ?

Achievements
• In 2004 the EENA
– Introduced Complaints
• to the EC against 7 MS
– Submitted contributions for
• The discussion on Services of General Interest (112 under a
regulation as RESULT)
• ETSI’s EMTEL group
– Went to the European Ombudsman
• against the EC itself for maladministration on the 112
• 2/3 of EENA recommendations recognized
Achievements
• In 2004
– Information campaign amongst MEP and new
Commissioners
– Second European 112 conference and exhibition
without co-financing (200 representatives from 28
countries)
• In 2005
– As suggested by both ETSI and EC, EENA is
launching a users group within 2 independant
Committees already running for one month
– EENA has been strongly acting for several weeks
to set up a super European platform in order to
get results on interoperability
EENA means of action
• e-Mergency project (call for proposals)
– Reach the 100 mio. of travellers
– Re-usable communication elements (audio/video spots,
logo, mascot, slogans, stickers, generic articles)
– Multipliers (all private or public organization use it)
– Partners
• Sub-contractors to build the communication tools database and
to promote it EU-wide
• Users panel working on the most accurate message to deliver
in every Member State (Emergency Services, Civil Society) with
possible financial sponsorship
• Sponsors supporting financially the e-Mergency project
The role of Navarra
• Become partner in the e-Mergency project to be
submited through the call for proposals at EC will
launched by end of April 2005 (FIA, Euroconsummer,
Belgian Government, Region Hauts de Seine Paris, EbS,
Road Safety Unit…)
– Financial support will give a full European visibility in the press,
on the Euractiv portal for one year, on the e-Mergency website)
• Be part of the Scientific Advisory Committee of EENA
(already the case)
