Space and Missile Defense Working Group (SMDWG) Charter
Background
The SMDWG is formed to respond to our civic responsibility to assist in the
decision making process on issues pertaining to space and ballistic missile
defense.
Scope
The Scope of the SMDWG is to Educate the general population and elected
representation on space and ballistic missile defense.
Membership
Membership is open to all individuals in government, industry, and the
community. SMDWG members must belong to the NDIA or an affiliate.

COL Terrence Howard
Colonel Howard currently serves as the Project Manager,
Cruise Missile Defense Systems (CMDS), Program
Executive Office, Missiles and Space. As the Life Cycle
Manager for CMDS, Colonel Howard is responsible for the
design, development, testing, procurement, fielding, system
integration, sustainment and Foreign Military Sales for the
Joint Land Attack Cruise Missile Defense Elevated Netted
Sensor System (JLENS), Improved Sentinel Radar,
STINGER Based Systems and Integrated Fire Protection
Capability Increment 2–Intercept (IFPC2-I), a pre-Major
Defense Acquisition Program.

COL Terrence Howard
COL Terrence L. Howard is a native of Kinston, North
Carolina. A graduate of Winston-Salem State University with
a Bachelor of Science Degree in Computer Science, COL
Howard was commissioned in the United States Army as an
Air Defense Artillery Officer in June 1988. After several Air
Defense Artillery assignments, a PATRIOT battery
command, a PATRIOT Southwest Asia deployment, a
veteran of Operation Desert Shield, Operation Desert Storm,
and Operation Iraq Freedom. (14).

COL Terrence Howard
COL Howard joined the Army Acquisition Corps (AAC) in
1997. After joining the AAC he continued his education and
earned a Level III Certification in Program Management, a
Level III certification in Information Technology, and a
master’s degree in Computer Resource and Information
Management. He is a recent graduate of the Army’s War
College Fellowship from the University of Texas at Austin.

COL Terrence Howard
As a member of the Army Acquisition Corps, COL Howard successful
served as the Product Manager for Robotics and Unmanned Sensors
and the Army Acquisition Corps Branch Chief for the Human Resources
Command. His other acquisition broadening assignments included:
Associate Professor, Army Logistics Management College Systems
Acquisition Division, Redstone Arsenal, Alabama; Operations Officer
and Chief of Personnel for the Joint Contracting Command
Iraq/Afghanistan, Baghdad, Iraq; Executive Officer, Program Executive
Office, Air, Space and Missile Defense, Redstone Arsenal, Alabama;
Assistant Product Manager, Command and Control Battle Manager
Communications (C2BMC), Redstone Arsenal, Alabama; Product
Director, PM Intelligence Fusion, Fort Belvoir, Virginia; and Project
Team Leader, Research, Development, & Acquisition Information
Systems Agency (RDAISA), Fort Belvoir, Virginia. COL Howard
continues to actively participate and mentor our acquisition corps
members.

Awards and decorations earned by COL Howard include:
Legion of Merit, Bronze Star, Meritorious Service Medal,
Army Commendation Medal, and Army Achievement
Medal. He is parachutist qualified and earned the Combat
Action Badge for his bravery in Operation Iraqi Freedom.
COL Howard is married to his college sweetheart, Karen
Brown of Winton, North Carolina. They have two children,
Terrence (20) and Justin
