Space and Missile Defense Working Group (SMDWG) Charter
Background
The SMDWG is formed to respond to our civic responsibility to assist in the
decision making process on issues pertaining to space and ballistic missile
defense.
Scope
The Scope of the SMDWG is to Educate the general population and elected
representation on space and ballistic missile defense.
Membership
Membership is open to all individuals in government, industry, and the
community. SMDWG members must belong to the NDIA or an affiliate.

Dr. David Burns
Dr. David Burns is the Program Director of Science and
Technology for the Missile Defense Agency. He supports
the Advanced Technology Program Executive by leading
teams that mature directed energy technology for missile
defense applications; develop advanced long range
sensors; sponsor missile defense related academic and
small business research; investigate breakthrough
technologies; and model and simulate potential impacts
of new missile defense capabilities.
Dr. Burns previously served as the founder and CEO of
dBi. He was also the Science Applications International
Corporation (SAIC) manager for the Armed Robotic
Vehicle- Heavy, an element of the Army's Future Combat
System.

Dr. David Burns
Dr. Burns retired from Air Force active duty in 2003. His
military assignments included Technical Director, European
Office of Aerospace Research and Development; Program
Manager, Advanced Radar Technology, Sensors
Directorate, Air Force Research Laboratory; Program
Element Manager, Advanced Reconnaissance Systems,
Secretary of the Air Force; Program Manager, B-2 Mission
Planning System, Electronic Systems Center; Software
Manager, Rapid Execution and Combat Targeting
Minuteman II/III Upgrade, Electronic Systems Center; and
Radar Engineer, Aeronautical Systems. .

Dr. David Burns
Dr. Burns holds a Ph.D. in Electrical Engineering from the
Air Force Institute of Technology. He also holds an M.S. in
Electrical Engineering from the University of Dayton, and a
B.S. in Electrical Engineering from the US Air Force
Academy.
