Classification of Specified Data
When introducing modifications, specified data
may be classified into three categories:
Category No.1 – SB’s, SL’s and other documents
(drawings, technical instructions) issued by the aircraft
type certificate holder
Category No. 2 – Similar documents may also be
issued by the equipment type certificate holder (e.g.
appliance type certificate)
Category No. 3 – Installation on an aircraft using the
equipment Installation Manual, Aircraft Maintenance
Manual, other publications (e.g. FAA AC 43-13) and
certain supplementary data

Scope of Specified Data, Avionics
• ISSUE: The point where specified data may not be
adequate and approved data may be necessary for
certain installation has been subject to different
interpretations
• In order to ensure standardization, TCCA has
agreed to simplify the certification process by
attempting to define the scope of Category ”3” for
certain installations
• This means that the sources of supplementary data
must be identified. Also, any additional
information required to ensure compliance should
be published

Specified Data Limitations
Avionics
• An advisory circular has been drafted and it provides
the means to recognize this approach
• Specified data usage will be limited to simple
avionics installations on the following aircraft:
– Small airplanes / 12,500 pounds (FAR 23/AWM 523)
– Small rotorcraft 7000 pounds (FAR 27/ AWM 527)

• Certain Modifications may be performed using
“Category 3” specified data if supplemented with
additional information/ guidance.
• Each type of installation (e.g. GPS) will be
addressed in an appendix to the Avionics Specified
Data AC
• The AC format permits gradual expansion of the
scope by incorporating additional appendices

• The first draft of the AC permits use of
specified data for:
– Navigation systems (VOR, ADF, DME, etc.)
– Communications equipment
– GPS

Avionics Installations in accordance with specified data
• Some modifications may be installed based on a
combination of approved and specified data. For
example, Penetration of the pressurized vessel
would require approved data
• Installations using specified data such as FAA,
AC 43-13 must identify the applicable Paragraph
numbers
• The configuration of the modification/ alteration
must be documented

Appendix “A”, Nav/ Com Systems
• Standalone equipment is generally defined when it
has its individual controls, dedicated antenna and
display. If it interfaces with other aircraft systems,
approval may be necessary
• Individual circuit protection and revision to the
electrical load analysis must be addressed
• EMC of the installation shall be evaluated

Appendix “A”, Nav/ Com Systems
• FAA, AC 43-13 has information applicable to
some of the previously mentioned issues
• Supplementary information will be included to
ensure that the airworthiness requirements
normally applicable to the installation are satisfied
• For example, (FAR.1301) - Function properly
when installed. Information related to acceptable
flight and ground test requirements will be
included in the advisory circular

Appendix “A”, Nav/ Com Systems
• Reference is made to to FAA AC 23-8A, Flight
Test Guide for Certification of Part 23 Airplanes
• Guidance may be provided to ensure compatibility
between the installation instructions and the
aircraft concerning mounting, cooling, etc.
• Verification of the adequacy of the environmental
categories of the installed equipment and the
location on the aircraft

Additional Appendices
• Appendix “B” – CVR
• Appendix “C” – GPS (VFR and IFR)
• TCCA is considering establishment of an Advisory
Group. This will consists of members from the
industry and the main objective is to assist in the
development of other appendices
• During the development of the additional
appendices, reference may be made to the new
FAA AC 23-21(compliance Checklists)
• Reference in the Advisory Circular will be made to
the appropriate rotorcraft material
