MISSION OF THE NETWORK
To serve as a platform for
establishment of a condusive
environment to support the
development of a culture of
innovation in Governance.
Objectives
• Strengthen mutual cooperation to enhance
public sector capacity building with a view to
fostering economic and social development;
• Enhance knowledge on innovations in PA
with potential of transferability in the Med.
Region;
• Provide support in the identification of
innovations and adaption of successful
experiences in other countries of the MED
region through pilot initiatives.
Composition of the Network
• Thematic composition rather than functional
composition at the very first stage.
Combinations may occur at later stages.
THEMES
• Policy Management processes;
• Civil Service reform including resources
management in the public sector;
• Local and municipal governance;
• Public service delivery;
• E-govt;
• Institutional mechanisms for good
governance;
• Public ethics and integrity.
Membership
• Open membership but selective, in terms of
professionalism, academical background,
commitment.
• Share the vision and aims of the Network.
• Geographical diversity, but with a special
focus on poor areas.
Operational Modalities
• Network should be thematic, facilitated by a
specific non-governmental institution, who
provides resources , in terms of time,
capacities, expertise, and could mobilize
funding and adopt a formal mechanism for the
Network. For the time being, we are
discussing for the core unit and its function,
which we can call with a name, for example,
Steering Committee, which, together with
UNDESA will make the nucleas to bring
together other pieces of the big network
Network Activities:
-Research on Innovatoin in the Med Region;
-Collection of Information on sucessfull practices by
creating an on-line database and diseminating
knowledge through UNPAN and other means;
-Raise awareness among public officials of existing
innovations in governance
-Offer oportunities for the identification of common
issues, problems and solutions as well as the
sharing of knowledge, expertise and expereince.
-Provide the necessery information for transfers and
exchanges of innovations in governance, promote
the idea of mutual collaboration and serve as
avenues for effective communication.
3. What Activities can the NI be tied
to widen its scope of operations within
the
regions?
Get to
know
the participants.
Certain activities, such as:
-Global forum about Corruption Fight;
-Global forum in reinventing government;
-Participate into regional activities of interest and
relevance to the NI;
-Annual forum for the NI members;
-Members, both individuals and institutions have to
inform and work with their own respective
governments.
How we do disseminate our NI
information, findings and results:
• Annual publication with findings, results,
issues, as the main product for information
share.
• Other relevant studies, newspapers
produced by other networks that are useful
and relevant to our NI, as the journal of
Governance and Public Administration.
How do we publicize the Activities of
the NI
Use the UNDP Mision to share this information with
other potential donors,
Maximase the use of the UNPAN portal as a tool for
dissemation of the NI activites,
All informationabout NI should bear its logo (to be
created soon).

• Advocacy for members, diversity of
membership, including not only academics
and experts, but also politicians
• Quality Assurance of the Steering
Committee , providing regulations for its
functioning,advise with some criteria for
quality of publications, membership by laws
INCENTIVES
Capitalizing our knowledge;
Improvement of services, from participating
institutions ;
Extended knowledge of experience and experts,
members become resources to be refereed to.
Time Frame for the NI functioning
• It’s an existing network, that started two and
a half years ago.
• We want to launch it formally now, soon,
deadline for the establishment/elections of
the Steering Committee, 6 persons, that
reflect the membership: end of the coming
month, end of July. Attention on quality of
SCmember..
• Plan of Activities will be prepared by SC
Responsibility for SUSTAINABILITY
Remains with the members
Frequency of meetings
• At least annual meetings
• More at request/demand
• Use the global forums
UNDESA towards enhanced
SUSTAINABILITY:
• Provide coordination and support for
activities, in terms of human, financial ,
logistics, for the first two years.
• Best Organizational Modality to ensure
SUSTAINABILITY is considered to be a light
structure, represented by the Steering
Committee.
FUNDING
• The NI would need funds at least for the first
years.
• Others interested in providing funds might be
government where the innovations have
happened, private sector, donors,
memberships.
• Participants can afford some time and
expertise, and we propose a membership fee
of 50 USD for individuals and 100USD for
institutions.
Reccomandations
• Identify in one of the SC meetings a group
among us who will do fund raising activities,
together with UNDSA, a donor’s meeting
among others.
• Use the Innovations Award as an useful
instrument for innovation promotion.
• We think it should be linked to the UNPS
Award.
• BY information dissemination and
identification of innovations we can increase
the number of submissions.
