Border Post Challenges
• Beitbridge – Infrastructure, lack of
southbound parking, 24/7 border times under
utilized and corruption.
• Chirundu – OSBP (System downtime), IT
compatibility (Asycuda System), Staff
competence on OSBP procedures.
• Kasumbelesa – Infrastructure, lack of or non
existence of truck parks, delays in customs
processing of documentation & corruption.
Border Post Challenges - continued...
• Kazungula – Ferry Downtime, Infrastructure
inadequate for traffic volumes, inland
clearance of goods (Livingstone) causes
additional delays.
• Nakonde/Tunduma – Infrastructure
inadequate for traffic volumes, Southbound
clearances delays & 100% physical
examination of containerized loads
(exports/imports) is of concern.
Other Corridor Challenges
• The number of permanent and mobile police checkpoints
on route.
Zambia – 31
Zimbabwe – 15
DRC – 6
Total - 52
Average delay – 10 min per stop
Total lost time – 520 min (8 hrs 30 min) or 1 day
driving time
• This excludes the financial implication to the transporter in
bribes when foreign operators are targeted.
Recommendations / Solutions
• Beitbridge – Open old bridge, increase
southbound parking, fully utilize 24/7
operating hours, improve border post
operating procedures to minimise
corruption opportunities.
• Chirundu – Sort out system downtime, find
an IT solution for interfacing the two
Asycuda systems and improve staff
training on OSBP system.
Recommendations / Solutions
• Kasumbelesa – Opening of new border post 11
km into DRC, move ZRA/Immigration to same
facility & convert current border post into transit
truck park & Clearing Agent facility.
• Kazungula – Building of new Kazungula bridge,
open truck park facilities on both sides of the
border.
• Nakonde/Tunduma – Opening of new OSBP
(under construction) , do away with 100% PE’s
of containerized cargo & improve border post
operating efficiencies
General Comments
Improving Trade Facilitation along a Corridor route
is not just about improving border post
efficiencies and should include all
stakeholders/role players such as:
• Border Post Stakeholders (Customs,
Immigration, Police, Road Fund Agencies etc.)
• Police (checkpoints)
• Roads Authorities (development agencies &
weighbridge authorities)
