What’s New?
For the 2012-13 FLKRS Administration
• FLKRS should be administered August 08 – September 20, 2012
• For some English Language Learners, the FAIR-K may not be an
appropriate instrument. However, unless English Language Learners
arrived in the United States in the last 30 days and have sufficient
difficulty speaking, reading, writing, or understanding the English
language, they should be screened.
• Monitoring features have been added to the Progress Monitoring and
Reporting Network (PMRN) for School Districts to track the level of
completion by their schools.
3
What’s New?
For the 2012-13 FLKRS Administration
• Open 30 Day Window – Teachers will have open access to the PMRN for
30 instructional days. All scores will be automatically saved by system on
the 30th day.
• Public schools who do not use the Florida Assessments for Instruction in
Reading – K (FAIR-K) for progress monitoring ONLY need to administer
the Early Childhood Observation System™ (ECHOS™) and the Broad
Screen of the FAIR-K.
4
Reminders
For the 2012-13 FLKRS Administration
• Public schools are now required to administer the FLKRS (FAIR-K and
ECHOS) online.
• Non-public schools may now administer both portions of the FLKRS.
• FLKRS Kits will be sent directly to districts and non-public schools.
5
Purpose
Why do we screen kindergarteners?
To comply with Section 1002.69(1), Florida Statutes, (F.S.)
the Florida Department of Education is required to establish
a kindergarten readiness screening based upon the
performance standards adopted by the department.
6
Purpose
Who should be screened?
All kindergarten students
Each child who was enrolled in the
VPK Education program
- Section 1002.69(1)&(4), F.S.
7
Purpose
Who may administer the kindergarten screening?
Each public school is required to administer a kindergarten
readiness screening to all kindergarten students in the school
district within the first 30 school days of each school year.
Non-public schools may administer the statewide
kindergarten screening to each kindergarten student
who was enrolled in the VPK Education Program
(in the previous school year).
- Section 1002.69(1), F.S.
8
Purpose
How will FLKRS data be used?
To inform instruction
To provide parents with useful information about
their child’s readiness for kindergarten
To annually calculate a readiness rate for non-public and
public school providers of the VPK Education Program
- Section 1002.69(2)&(5), F.S.

Overview
35
FLKRS/ECHOS™ Overview
How is the ECHOS™ administered?
Teachers observe students to
determine what they know
and are able to do and record
their observations (on the
FLKRS Class Record Form).
36
FLKRS/ECHOS™ Overview
Administration Requirements
ECHOS™ should be completed by a teacher,
trained in its administration.
Kindergarten teachers may NOT administer
the ECHOS™ to students they taught in VPK.
37
FLKRS/ECHOS™ Overview
Frequency of Demonstration
The behaviors and skills prescribed in each benchmark
need to be observed only once for the
appropriate indicator to be entered.
38
FLKRS/ECHOS™ Overview
Planning for Observations
Teachers should remember the behaviors
and skills they want to observe
Teachers should observe the behaviors in context
Incidental observations
Planned observations
39
FLKRS/ECHOS™ Overview
Planning for Observations
With careful planning, it is easily possible to complete
FLKRS/ECHOS™ for a class of students within the first
30 school days, using various types of class activities.
