Who We Are…
The Foundation is a 501(c)(3) non-profit
research organization that owns and operates
the Morrelly Homeland Security Center which is
the first – and only one – of its kind homeland
security-focused, C4I facility that is located in
Bethpage, New York
Mission
• To help protect the United States from manmade and natural disasters by:
– (1) Bringing together the public and private
sectors and academia to develop and
commercialize resilient and sustainable homeland
security products and services, and
– (2) Providing state-of-the-art training and
exercises to first responders and other homeland
security end users.
Functions
Research and Collaboration: The Foundation brings
together numerous private companies, government
entities and educational institutions in order to
develop sustainable and resilient homeland security
solutions for local, state and Federal entities.
Training: The Foundation provides homeland security and
other related educational training programs for local,
state and Federal homeland security personnel.
Emergency Operations Center: The Foundation’s facility
serves as Nassau County’s emergency operations
center and has the capacity to expand to a regional
command and control facility.
The Morrelly Homeland Security Center
• Three floor, 90,000 sq. ft. C4I Facility (Command, Control,
Communications, Computers, and Intelligence)
• Established with a $25 million grant from NYS
• Close proximity to New York City
The Morrelly Homeland Security Center
• Resident Research Partners: Houses academics, private sector and government
entities, including: the Nassau County Office of Emergency Management,
Metropolitan Tranist Authority Police, New York State Office of Homeland Security,
Northrop Grumman Corporation and NYU-Poly
• Communications: Satellite (CBand, VSAT), all band terrestrial (for First Responders),
dedicated cell network, fiber & WIFI connections to fixed and mobile platforms
• Lecture Hall: 200-seat lecture hall for training, lectures and exercises. Can be
transformed to 75-seat Joint Operations Facility in an emergency with links to other
parts of the operations facility
Cyber Operations Integration Network
• Modeling and simulation Lab
• Next generation command & control center for use during
emergency operations

receive real-time, incident information from our
command and control facility.
