•OGC’s fleet team comprises 6 commercial delivery managers – addressing a
total spend of circa £1.6bn
•Multi-organisational category strategy team and category board – contributing
resources, ideas, procurements and governance – and commitment to
collaboration
•Key strategic objectives are to
– drive better value for money on total public sector fleet expenditure
– Identify best practice which can improve supply chain
efficiency and effectiveness
– develop and encourage good practice in fleet management
– deliver policy through procurement
•Reported £60m in cashable benefit in 2008/2009
•Targeted with reporting £90m in 2009-2010

Why we need to be more collaborative…
•Autonomous supply agreements: over 240 suppliers awarded contracts in
the last 5 years for commercial vehicles.
•Lack of reliable data – on fleet, on procurement methods, replacement
cycles, spend…
•No standardisation – lots of different specifications
•Literally hundreds of individual buying departments with similar
requirements operating in isolation from each other, resulting in
fragmentation of buying power, adverse impacts on service delivery.
•Lots of duplication and ad hoc purchasing for a small number of vehicles
including avoidable administration
•No visibility and reduced Tactical negotiation of total activity for key
suppliers to government – lots of fragmented relationships
