Context
• EU Network of independent experts on social inclusion:
– independent experts from each of the 27 MSs as well as from
Croatia, FYROM, Iceland, Serbia and Turkey (32 countries)
– managed by Network Core Team: Hugh Frazer and Eric Marlier
– 3 reports a year intended to support COM in its task of assessing
independently implementation of EU Social Inclusion Process
– ex: MIS, social monitoring of crisis, HHE, child P&SE…
– main findings summarised in Synthesis Report with conclusions
and “recommendations” re way forward: NCT responsibility
– published reports available from PR & SA web-site
• Today’s presentation:
– based on 2009 Network reports on HHE
– 15 minutes  limited to recommendations

Recommendations (1/4)
Political priority
• Essential HHE issues remain integral part of Social OMC
and be consolidated and continued post 2010
Definition
• EU countries urgently need to arrive at a formally agreed
definition
– SPC and ISG have a key role to play in promoting agreement
– European Typology of HHE (ETHOS), or initially a “reduced”
version of it, as starting point
• Member States where responsibility for HHE is devolved
need to encourage a consistent approach to definition in
devolved administrations

Development of Strategies
• MSs who have not already done so should consider developing
comprehensive and integrated strategies to prevent and reduce
HHE
– clear objectives and quantified targets
– multi-dimensional, balanced (3-pillar) “active inclusion approach”
• MSs should strengthen governance arrangements related to HHE
– effective coordination and integration of policies
– ongoing involvement of all relevant stakeholders
– effective links between the different levels of governance (national,
regional and local) on HHE issues
– promoting partnerships at local level
• Clear allocation of resources to support integrated strategies
– develop synergies with EU Structural Funds

Exchange and learning
• Maintain transnational exchange and learning
under PROGRESS
– greater clustering of stakeholders and
different activities (MPHASIS project: very
good practice!)
• HHE should be one of the key themes in 2010
EU Year (FEANTSA consensus conference
supported by BE Pres welcome)
Recommendations (4/4)
Measurement, monitoring and reporting
•
Agree common EU framework and common guidelines for measuring,
monitoring & reporting on HHE
•
Regular EU report on MSs’ strategies to fight against HHE and on progress
made (as part of Joint Report on SP&SI)
•
Monitor impact of economic and financial crisis on HHE as key part of EU
level reporting on the social impact of the crisis
•
All MS to put in place a system for regularly collecting data on HHE and, as
necessary, collating data from the regional and local levels
– identify good national “package” of available data sources (e.g. surveys, registers,
clients’ record data) & develop statistical capacity
•
Further enrich the new indicators on housing deprivation and complete them
with a specific indicator on homelessness
•
Next (2011) Census: for first time compulsory for all EU countries to collect
information on homelessness  COM and MS (EP?) to urgently develop broad
guidelines to ensure that data on at least rooflessness and houselessness be
collected in an effective and (reasonably) consistent way
