§ 55024 Withdrawal



covered elsewhere – this is not
imposing new limits.
A "W" cannot happen if
discriminatory treatment occurs.
ASCCC Fall Plenary November 1, 2007
§ 55024 Withdrawal

Effective 7/1/09… policy shall
establish the number of times

ASCCC Fall Plenary November 1, 2007
§ 55024 Withdrawal


Limit is for apportionment
 (i) Districts can allow more
without funding.
 (ii) Districts can allow more in
extenuating circumstances.
“Wildfire” clause just added
ASCCC Fall Plenary November 1, 2007
“Wildfire” clause

The district policy may provide that a
"W" symbol will not be assigned to
any student who withdrew from one
or more classes, where such
withdrawal was necessary because
the student was engaged in fighting
wildfires, was forced to evacuate his
or her home due to such fires, or
suffered other loss or injury as a
result of such fires.
ASCCC Fall Plenary November 1, 2007
§ 55064 Acceptance of
Noncredit Courses




Originally a component of the
August 2007 changes.
A “holder” that was passed in
error.
Much debate.
SACC recommendation –
repeal.
ASCCC Fall Plenary November 1, 2007
§ 55064 Acceptance of

Noncredit Courses






Problems?
Who will teach the course?
Are grades assigned?

and another to not? (“dual-listed
offerings”)
No limit
ASCCC Fall Plenary November 1, 2007
§ 55064 Acceptance of
Noncredit Courses
What happens without
55064?
 Can a student get credit for
noncredit work?
 Credit by exam
 What language guides us
here?


ASCCC Fall Plenary November 1, 2007
§ 55154 Adult High School
Diploma Programs

The proposed amendments to
section 55154 would:
 state the number of high
school credits that a program
must provide and the types of
courses which must be
included in the curriculum.
ASCCC Fall Plenary November 1, 2007
§ 55154 Adult High School
Diploma Programs

The proposed amendments to
section 55154 would:
 allow work completed at other
institutions to be counted
toward the HS diploma.
 establish a requirement for
the number of credits
completed in residence at the
college.
ASCCC Fall Plenary November 1, 2007
§ 55154 Adult High School
Diploma Programs


Subdivision (f) extends
"grandparenting" protection from
December 2007 to June 2008.
New subdivision (h) specifies
the relationship of hours of
instruction to high school
credits.
ASCCC Fall Plenary November 1, 2007
§ 55154 Adult High School
Diploma Programs


Language designed to ensure
that CC HS diploma programs
are at least what HS programs
are.
Courses are not defined, but
what coursework is required is.
ASCCC Fall Plenary November 1, 2007
§ 55253-55255 CWE Repetition

CWE – Cooperative Work
Experience
General Work Experience
Education
 Occupational Work Experience
Education


Allows for 16 semester or 24
quarter credit hours total.
ASCCC Fall Plenary November 1, 2007
§ 55253-55255 CWE Repetition



Limit may not be reached in 3
repetitions.
Change permits more
repetitions where needed:
“..if a college offers only one
course in occupational work
experience in a given field, a
student may be permitted to
repeat that course any number
of times..”
ASCCC Fall Plenary November 1, 2007
§ 55253-55255 CWE Repetition


References to parallel or alternate
plans for enrollments removed.
Requirement for “in person”
employer visits modified:

“In certain limited situations that will
be defined in guidelines issued by
the Chancellor, the district may
substitute approved alternatives to
“in person” consultations..”
ASCCC Fall Plenary November 1, 2007
§ 55502 Definitions


Clarifies that a test used solely
for resolving a prerequisite
challenge is not considered an
assessment instrument.
Current subdivision (h) is
deleted. It defined a student, for
matriculation purposes, as a
person enrolled in one or more
credit courses.
ASCCC Fall Plenary November 1, 2007
§ 55521 Prohibited Practices


A list of do’s and don’t for
receiving matriculation funds.
One change – Ed Code § 76002
now permits colleges to use an
assessment to determine
admission of special full-time or
part-time students (i.e., high
school students).
ASCCC Fall Plenary November 1, 2007
§ 55521 Prohibited Practices

The assessment used to
determine admission of special
full-time or part-time students
“involves multiple measures and
complies with other
requirements of this
subchapter.”
ASCCC Fall Plenary November 1, 2007
§ 55523 Counseling and
Advisement

Clean-up – removes another
reference to an old definition of
a student that limits “student” to
those taking credit courses.
ASCCC Fall Plenary November 1, 2007
§ 55532 Exemptions


Defines what students can be
exempted from a college’s
matriculation process.
Students who are only taking
noncredit course may be in
exemption categories, but the fact
that a student is only in noncredit
courses can not, by itself, serve as
grounds for exempting the student.
ASCCC Fall Plenary November 1, 2007
§ 58106 Limitations on
Enrollment



Generally prohibits limiting
enrollment based on an
evaluation of the student's ability
to succeed.
Amended to permit this if they
were part of a selection
procedure expressly authorized
by statute.
Why?
ASCCC Fall Plenary November 1, 2007
§ 58160. Noncredit Course

listed.

funding areas.

vocational English as a second

ASCCC Fall Plenary November 1, 2007

recommendations of the
