the UK public and press eg restrictions on
vacuum cleaners – hairdryers, kettles?
• Growth of UK Independence Party (UKIP) committed to coming out of the EU
• UKIP won 24 out of the UK’s 73 seats in the
European Parliament elections this year

• Pressure to respond to anti-EU feelings
• Calls to reduce ‘red tape’ bureaucracy,
especially for small businesses
• EU legislation on employment and health &
safety issues is limited to the adoption of
minimum requirements – but government is
concerned it goes beyond this
Health & Safety
• Agreement on hairdressing is an example
which goes beyond minimum standards and is
too prescriptive
• Robust impact assessment is essential to
justify significant cost which outweighs benefit
• UK has a flexible, risk-based approach
• Hairdressing is a low risk occupation
Health & Safety
• Health & Safety Executive (HSE) believes UK
legislation is already robust
• Strong preference for autonomous agreement
• If an EU directive is implemented they will
enforce it rigorously – cost & business impact
• As they don’t support implementation, HSE is
not here today
Facts and figures
• 2003/4 to 2011/12: 374 injuries reported in
hairdressing (but probably under-reported)
• Contact dermatitis showing downward trend
– 2007-9: 118 cases per 100,000 workers
– 2009-11: 81 cases per 100,000 workers
• Other industries: 4 cases per 100,000 workers

• Sector dominated by micro-businesses
• Compliance is a problem
• Strong preference for non-legislative
approaches
