(1) A children’s services plan is to be prepared with a view to securing
(a) that children’s services in the area concerned are provided in the way which—
(i) best safeguards, supports and promotes the wellbeing of children in the area concerned,
(ia) ensures that any action to meet needs is taken at the earliest appropriate time and that,
where appropriate, action is taken to prevent needs arising,
(ii) is most integrated from the point of view of recipients,
(iii) constitutes the most efficient use of available resources,
(b) that related services in the area concerned are provided in the way which, so far as
consistent with the objects and proper delivery of the service concerned, safeguards, supports
and promotes the wellbeing of children in the area concerned.

• Implementation of children’s services plan
(1) During the period to which a children’s services plan
relates, the persons mentioned in subsection (2) must, so far
as reasonably practicable, provide children’s services and
relevant services in the area of the local authority in
accordance with the plan.

Named person will be notified by police of the alleged offence and associated
wellbeing concerns (Legal Duty).
EEI decision making models will vary however all decisions will be
guided/directed by information held by the Named Person who must be
central to any planning/decision making process.
Where multi-agency EEI groups are established in support of the Named
Person function, any decision to offer a service/intervention must form part of
a Single Child’s Plan. The Named Person will agree the appropriate Lead
Professional to manage the plan when required.
It is important to note that not all offending will necessitate a child’s plan to be
initiated however where it is decided that a ‘targeted intervention’ is required,
this must form part of the Child’s Plan.
Where formal meeting structures are not in place, the Named Person / Lead
Professional may convene a multi-agency planning meeting (Child’s Plan
Meeting) to address the alleged offending behaviour and associated wellbeing
concerns where appropriate to do so.
With regard to offence based concerns, it is important that any such
arrangements should reflect the principles of EEI and these Core Elements.

Child/parents or young person should be notified in writing the outcome of
the EEI referral.
Victim (if known)
Outcome of EEI process should be reported to the victim unless the provision
of the information would be detrimental to the best interests of the child
concerned in, or any other child connected (in any way) with, the case. This
requires timely information being fed back to the Reporting Officer.
