Annex 14 requirements:
 Annex 14, Volume I, Para 1.3.5 specifies that
Safety Management System (SMS) shall be in
place from 24 November 2005;
 SMS requirement is a recommendation
today;
 A rather new approach to managing airport
and operations safely, systematically and in a
transparent manner.

Safety Management System (SMS):
 What is SMS? - A system for managing safety as
part of the overall management objective and
policy;
 Why SMS? - To regulate airport operations and
improve safety levels, especially in areas not
covered by applicable ICAO or applicable national
standards and regulations;
 How? - Existence of comprehensive technical
Standards/specifications, a safety management
policy, their implementation and maintenance at all
times.

Main elements of Safety Management System:
 Safety policy statement including the safety
management approach and objectives;
 Safety management strategies, its achievement,
assurance and promotion;
 Safety assessment process to identify risks;
 Systems and procedures in place to control and
manage safety of operations;
 Safety audits and other means of measuring
performance against established goals.

Safety management approach, objectives and
strategy:
 Management commitment and encouragement




towards a positive safety culture
Responsibility and technical competence of key
officials, priorities, compliance with applicable
specifications and standards
Establishing a safety reporting system
Safety orientation and recurrent training
Emergency response planning

Safety Management approach:
Safety policy statement defining the management
approach towards safety;
Compliance with applicable safety standards and
regulations;
Responsibility and accountability of key personnel;
Safety management principles adopted – safety
assessment, reports, staff competency, safety
assurance through audits, monitoring and safety
promotion (dissemination of lessons learnt and
encouraging staff to report deficiencies etc.)

Safety management objectives:
 To ensure implementation of aerodrome
operational safety programmes through:
Regular safety inspections & evaluations;
Proper maintenance of all operational areas
and facilities;
Up to date aerodrome emergency planning
and exercises;
Regular Rescue and fire fighting services
training and preparedness;
Prevention of runway incursions;
Prevention of bird strike hazards to aircraft.

Safety Management strategy:
Safety assessment of existing and planned
operations;
The need for proactive actions and safety
assurances;
 Performance evaluations, review of safety
assurance documents, audit reports and
compliance with instructions, specifications and
regulations.

ICAO Guidance on Safety Management Systems
for Aerodromes:
Doc 9774, Manual on Certification of Aerodromes;
A new manual on safety management systems for
aerodromes (under preparation); likely to be available
next year.
