Organizational Structure for GIS and RS at TURKSTAT:
GIS Team
Founded in 1993
Job definition:
• Design and establish the geographical database
• Manage address records spatially
• Prepare thematic maps
• Develop web based applications for spatially related statistical data
• Obtain basis geographical datasets and prepare them for self-use
Personnel number: 2
GIS Team – Study (1):
Turkish Statistical Regions Classification (2005):
WHY? In the process of harmonization with EU,
• to clarify the regional policy frame,
• develop regional statistics,
• have legislative background
HOW? Basic factors used for identification:
• Population,
• Regional development plans,
• Socio-economic status of provinces,
• Statistical indicators,
• Geography.
According to current administrative division - 4 levels:
• LAU - level 1: 923 region (districts – unofficial),
• NUTS level 3: 81 region (provinces – official),
• NUTS level 2: 26 region (province groups – official),
• NUTS level 1: 12 region (level 2 groups – official).

Turkish Statistical Regions Classification:
GIS Team – Study (2):
Preparation of Thematic Maps based on Statistical Regions
Classification:
• Shows spatial distribution,
• Better understanding than tables and graphics,
• User demands.
Thematic map formats:
• Printed maps,
• Web based dynamic maps,
• web based static maps.
GIS Team – Study (2):
GIS Team – Study (2):
Urban and rural population ratio
on population density map
GIS Team – Study (3):
Dissemination of statistical indicators via dynamic webbased maps (2008):
• 1st stage: dissemination of statistical indicators from
Address Based Population Register System on statistical
regions classification,
• 2nd stage: dissemination of All statistical indicators on
statistical regions classification,
• 3rd stage: dissemination of statistical indicators for small
statistical areas like neighborhoods..

Organizational Structure for GIS and RS at TURKSTAT:
RS Team
Founded in 1992
For the purpose of gathering and processing of the statistics that
pertain to artificial and natural areas on the earth (residential
areas, roads, agricultural areas, forests, water bodies etc.) on both
national and regional scale, via location dependent remote sensed
data (satellite images and air photos) in a way to support the
traditional data collection methods of the Institute.
Personnel number: 2
RS Team – Studies:
Turkey has approximately 78 million ha total area
Land use data in Turkey are obtained from 2 different sources:
• Agricultural censuses
• Annual crop production statistics
Following land use variables have been derived from the census of
agriculture:
• unused and undeveloped potentially productive land
• permanent meadow
• pasture lands
• wooded land and forest land
• non-arable land
RS Team – Studies:
Since 1992, TURKSTAT has carried out two remote Sensing
studies for agricultural statistics:
• The first application named as “Cereal Acreages Estimation
Project” was carried out between the years 1992-1997. MARS
methodology was used for this application.
• The second application was "Determination of Land Cover/Use
Map by Using Remote Sensing and Geographical Information
System Techniques" on the basis of CORINE methodology
between 2001 and 2005.
RS Team – Studies:
IMPLEMENTATION of CLC2000 in TURKEY
CORINE Land Cover 2000 (CLC2000) activities in Turkey have started in the Turkish
Statistical Institute (TURKSTAT) in 2001 without any support from European
institutions.
• The Eastern part of the country has been finished by TURKSTAT in the summer
of 2004.
• The Western part of the country has been completed by a subcontractor of
TURKSTAT (HAT GIS, Ankara) between August 2004 and January 2005.
• The two parts have been integrated to a seamless database by TURKSTAT.
During 2005 an internal agreement have been concluded that CLC2000 in Turkey will
be implemented at the National Information Centre, Soil and Water Research Institute
of the Ministry of Agriculture (N.I.C.). The parties who have signed this agreement are:
• Ministry of Environment and Forestry (MEF)
• Nature Conservation and National Parks General Directorate
• Environmental Impact Assessment General Directorate
• Authority for Special Protected Areas
• Forestry General Directorate (FGD)
• Ministry of Agriculture and Rural Affairs (MARA)
• Turkish Statistical Institute (TURKSTAT)

Confidentiality - Granularity
• Not enough granular data, so…however,
• Spatial Address Register System is on the way…
• TURKSTAT & Minister of Interior
• Turkish NSDI is on the way…
• GIS Directorate is established.
• legislative background is ready – yet unofficial
• standards are ready - yet not publihsed
