Executive Summary
•Tultitlan Industrial Park companies (and Industrial Parks in general )
face operating challenges from current unsteady supply of electricity :
- reliability is an issue due to frequent outages;
- price of power is high;
- situation not likely to improve in the future;
• Tecnosilicatos de México and GPEC Global are joining forces to
develop integrated waste valorization/energy production facilities:
- recycling of glass, ferrous/non-ferrous metals, cardboard;
- mineralization of wet organic fraction of MSW, yielding
building material and/or soil fertilizer, as by-products;
- gasification of residual waste and subsequent generation of
clean, stable and source of renewable electricity;
• CIREMSA is offering a “ Perfectly Green Solution” , which integrates
a 45 MW (gross) Waste-To-Energy electricity production facility;

Mexico Power Purchase Agreements
• GPEC is looking for industrial/commercial offtakers for the
power from its WTE facilities (standard 45MW plant):
- 36 MW net per hour normally available;
- estimated 295,000 MWh, annually;
• Reliable source of renewable, baseload power 24/7:
- potential exists to connect plant power output
directly to clients facilities;
- modular GPEC plant design improves availability
(93% avg.)
• Power provided at discounted rate to clients current weighted
average LyFC / CFE price for power
Mexico Power Purchase Agreements
• PPA sets conditions of formal supply / offtake of electricity
for a period of 15-20 years
• Tultitlan WTE Plant commissioning scheduled for mid-year
2010
• GPEC to invest $220,000,000 USD to build a standard WTE
