PROVINCIAL/NODAL CONSULTATION

OBJECTIVES
•
To share and confirm the findings of the nodal economic
profiling exercise
To explore ways of aligning the identified opportunities
with provincial and local strategies and plans (PGDS,
GDS results, municipal LED strategies, IDPs and
SDFs);
To identify interventions that need to be supported in
the process of

Exploiting the identified opportunities and
–
Creating the enabling environment for economic development
ALIGNMENT WITH LOCAL INITIATIVES
• Growth and development summits have been conducted - in some
instances information in profiles considered
• Growth and development summits agreements have been developed –
interventions have to be aligned
• Alignment with PGDS can improve
• Some nodes have started implementing interventions and approaches
indicated in the profiles – but need support
• Specific interventions that need support were presented
• Identified opportunities considered in the IDP review process
– Enhance the utilization of Development Agencies and Thina Sinako products
such as Local Government Support Fund (LGSF), Local Competitive Fund
(LCF) and Financial Innovation Fund (FIF)

Planning
• Provide support municipality in developing
and implementing a comprehensive tourism strategies
aligned with the LED Strategy
• Integrate district into the provincial plans linking with
surrounding tourism attractions and create a single
coordinated unit with clear roles and responsibilities
• Support planning for economic development –focussing on
the total picture at planning stage
• Address land claims-Prioritising land that has high
potential,
• Deploy LED specialists to some nodes
TOURISM
• Work with private investors to develop major attractions and create
new products in order to put the areas firmly on the tourist map
• Create the incentives for tourists and operators to come to the area
• Ensuring that information is available on-line and at key locations
working with tour operators and accommodation owners target key
international tourist segments
• Access to tourism and other relevant information
– Establish satellite tourist information booths at strategic locations
throughout the area
– Build large signboards with maps to identify accommodation and
attractions and place at entrances to towns
• Organise and use arts, craft and culture for economic development
using natural resources
AGRICULTURE
– Promote agriculture as attractive opportunities using role models
from the community
– Provide Incentives: Young farmers must be supported with
training, access to inputs, and marketing assistance
– Farmer support programme including financing , establishing
internal processing plant, cold storage, and establishing markets
– Start-up capital for emerging farmers required to purchase key
agricultural inputs, ploughing and harvesting equipment
– Promotion of co-operatives / forums / partnerships
• Establish rural collection depots and promote group marketing- pack
houses could be investigated
Infrastructure For Economic Development
– Addressing service backlogs that are currently
constraining economic development
– Exploring use of available infrastructure for economic
development including establishing linkages within
sectors
– Explore the alternative ways/other sources of water
– Town planning and expanding infrastructure for
exploiting identified opportunities
– ROADS, transport including reviving the rail system
– WATER
– ELECTRICITY
URBAN NODES
– Construction of retail and production spaces to manage informal
businesses
– Partnerships with private sector, clear incentives to attract private
sector investment
– Formalizing the informal retail sector, exploring on unexplored
avenues in franchises
– SMMEs -Reduce constraints to local business growth through
ongoing business support service ( mentorship and help
entrepreneurs to create business plans, and funding larger markets)
– Closing space between residential areas and economic activity
– Support to acquire land for development,
– Arts and culture including heritage
– Safety and security – real and perception
Sharing in Growth

Skills required by the local economy/opportunities

Align Learneship proramme with local opportunities and needs

Audit skills requirements for the identified opportunities and
implement skills development/mentorship programme

Implement farmer support programme including mentoring between
emerging and commercial farmers

Establishment of institutions for tertiary education and FET
colleges in some nodes

A dress skills need within municipalities to decrease reliance on
consultants and improve capacity in LED

Ensuring that receipients of grants graduate to income generating
activities
WAY FOWARD
• Fast track work with government in the
process to create the enabling environment
for identified opportunities
• Provincial stakeholder mobilization sessions
including the business sector and state
owned enterprise – to enlist support the
identified support needs
