Pangas
• Again, half of our Federal Projects involved the
response to Panga landings throughout the AOR
• Currently, there is no set standard of coordination
between all parties involved for the removal of fuel
from these vessels
• The Multi-Agency Coordination Center and a newly
established AC Subcommittee are now working on
resolving the issue

Background and
Importance
• T/V S.S. MONTEBELLO was sunk of the CA coast near
Cambria, w/ 74k BBLs of crude oil, 23DEC1941
• Due to its close proximity to the Monterey Bay NMS, and
the previous inability to determine the extent of the
pollution potential; Determined a Substantial Threat by
the FOSC. OSLTF was accessed for assessment
operations (Phase II)
• Several similar situations exist throughout the nation.
This was the first, and sets a precedence for
subsequent operations.
