NOTES:
Longhorn- the main benefit of Longhorn over Windows 2003 R2 server
is the capability to run on the 64-bit Intel Itanium based servers (giving it
UNIX like performance, reliability, and scalability). MS portrays it as a
RISC based alternative. For the Commonwealth it will be useful for large
database workloads and line-of-business applications requiring
64 bit performance.
Windows 2003 R2 offers significant benefits over Windows 2000 in areas
including: UNIX interoperability, Web Application/Web Platform supportmaking web services easier to develop, deploy, configure and manage,
enhanced SAN management, and provides simplified Identity and Access
Management.

Purchasing and Software Assurance Considerations:
Consider purchasing SA for all application (web, SQL, etc.) servers in order to take
advantage of new features.
For single purpose or limited use servers such as File and Print, SA may not be
desired, as there are no significant productivity advantages to upgrading.

NOTES:
BizTalk Server- Currently we have a mixture of BizTalk 2002 & 2004
(about 50 instances) in the Commonwealth enterprise. The Enterprise
Server Farm (ESF) uses BizTalk Server as its framework to provide
government-to-government (G2G), government-to-business (G2B),
and government-to-citizen (G2C) data integration. It specifically can be
used to translate information from one agency system to a format that is
acceptable to a receiving agency system. This is accomplished through
the process of Send and Receive functions as well as converting data to
a standard XML format.
Next Generation Considerations- BizTalk Server 2006 offers significant
advancements over previous versions including more than 20 application
and technology adapters for applications such as SAP, Siebel, Peoplesoft,
Oracle Databases and legacy systems.

Purchasing and Software Assurance Considerations:
The purchase of SA for BizTalk Server s not recommended. The cost and risks
associated with migrating to the latest message oriented middleware platform
outweigh the benefits of upgrading during every new release.

Exchange 2003 – will not be used
NOTES:
The Commonwealth is currently standardized on Exchange 2000. Support (including
security patches) ends in Jan. 2011. At this time a valid business case does not
merit upgrading to Exchange 2003. Based on the current end of life date,
an upgrade to Exchange 2007 will need to be implemented prior to 2011.
Next Generation Exchange 2007 is out in Beta 1 as of Dec. 2005. RTM date is listed
for late 2006 or early 2007 according to Microsoft.
Considerations- an upgrade to 2007 may need to coincide with an upgrade to a current
version of the MS Office to capture full functionality. New 64-bit server hardware
would need to be purchased as well as Exchange 12 is a 64-bit-only application. Plans
for leveraging existing Exchange servers in other areas should be investigated.
Advantages of Exchange 2007 over our current system include: faster performance
(due to 64-bit processing), improved direct push technology covering more Outlook
properties, mobile device protection to provide remote wiping and locking, larger
mailbox storage support (75GBs) which could infer more consolidation capabilities,
additional compression to reduce synchronization bandwidth and latency to mobile
devices, and S/MIME support for message encryption and certificate-based
authentication for mobile email.

Purchasing and Software Assurance Considerations:
The purchase of SA for Exchange Client Access Licenses (CALs) by agencies is not
recommended. Purchasing policies for the server product shall be determined at
the Enterprise level.
Agencies may not have to buy SA on Client Access Licenses (CALs) if current CALs
are only for Exchange 2000.

NOTES:
SQL Server Our current enterprise environment includes approximately 400 instances
of SQL Server with the majority being SQL 2000. The Database Management ITB
lists “SQL Server” as one of the current DB standards.
SQL 2005 Considerations: Significant technology advances include:
1. Performance - 64-bit compatibility with Itanium and x64, database mirroring, failover
clustering, database snapshots and enhanced online operations.
2. Performance Checking - more than 70 new measures of internal database
performance and resource usage, ranging from memory, locking, and scheduling to
transactions and network and disk I/O.
3. Interoperability will support both relational and XML data natively and through deep
support for industry standard web services and the .NET framework.
4. Development (use one development tool for Transact-SQL, XML, MDX, and XML
for Analysis XML/A)
5. Security - more precise and flexible control to enable tighter security of data.
6. Authorization- new security model in SQL Server 2005 allows administrators to
manage permissions at a granular level, making management of permissions easier.
Provides Kerberos authentication for clustering and native encryption support.

Purchasing and Software Assurance Considerations:
The purchase of SA for SQL Server is encouraged. The area of Database
Management Systems is still rapidly expanding in terms of increased performance,
manageability and security and it is to the overall benefit of the Commonwealth to
take a proactive stance in this area.

NOTES:
Change Management SMS 2003 R2 is our current standard for the enterprise.
(Next Gen.) System Center Configuration Manager 2007 which has also been
called SMS v.4 is targeted for release in early 2007 and is currently available
for testing in beta.
System Center Configuration Manager 2007 combines the functionality of
Microsoft Operations Manager with SMS to provide a platform that will enable
the integration of management data contained in SMS, MOM and Active Directory.
System Center Configuration Manager 2007 will be most useful for server
consolidation planning, analyzing if your servers are equally loaded, and for
identifying how server performance has varied over many months. Basically,
it best suited for off-loading the operational databases of MOM and SMS that
run the complex analytical operations that are needed for historical reporting.

NOTES:
The current Commonwealth standard per ITB PLT001 is Office XP Professional
for which we own an Enterprise License. Some agencies began purchasing
Office 2003 outside of the current standard and there have been reported
backwards compatibility issues with Access, Visio, and SAP GUI. For this
product area standardizing on a specific version that is already owned offers the
most benefit in terms of cost, support and compatibility.
The latest releases of Office offer only negligible improvements in features and
functionality and therefore there is no valid business case for upgrading at this
time.
An upgrade to Exchange may necessitate an upgrade to the latest version of
Office because of dependencies and feature enhancements with newer Outlook
features.

Purchasing and Software Assurance Considerations:
Since Office 2003 is not going to be a Commonwealth standard, there is no need to
buy SA for it. However, OA/EA recognizes that there is a small population of users
with Office 2003 licenses (mostly on tablet PCs) who may wish to purchase SA in
order to reduce cost for the upgrade to Office 2007.
Agencies should purchase SA for Project and Visio at their own discretion.

Visual Studio 2005 & .NET 2.0 are included in the current standards
.NET 2.0 Update- Visual Studio is no longer required to test code created
within the .NET 2.0 framework. MS Build (a free program) allows you to
build the code, meaning you can get from source to binaries, without having
to purchase copies of Visual Studio for everyone involved in the testing
process. New support for 64-bit applications has also been added enabling
users to build managed code libraries or easily use unmanaged code libraries
on 64-bit computers.

Purchasing and Software Assurance Considerations:
The purchase of SA for Visual Studio, Visual Studio Tools and the .NET framework
is strongly recommended. It is important for developers to have access to the latest
development environments and tools in order to stay current with the application
trends and standards as well as maintaining current skill sets.
