Mission Statement
To ensure safe, decent, and affordable housing;
create opportunities for residents’ self-sufficiency
and economic independence; and assure fiscal
integrity by all program participants.
In order to achieve this mission,
we will strive to:
• Recognize the residents of as our ultimate
customer;
• Improve PHA management and service delivery
efforts through oversight, assistance, and
selective intervention by highly skilled,
diagnostic, and results-oriented field personnel;
• Seek problem-solving partnerships with PHAs,
residents, communities, and government
leadership.

• Efficiently apply limited HUD resources by
using assessment techniques to focus our

• PHA 5-Year and Annual Plan – HUD-50075 –
Section 5.1
State the PHA’s Mission for serving the needs of
low-income, very low income, and extremely
low income families in the PHA’s jurisdiction
for the next five years.

Maximize Voucher Utilization and
Public Housing Occupancy
Public Housing staff will be reviewing your
HCV Utilization Tools and working with you to
increase your utilization.
We will be reviewing Public Housing reports
pulled from PIC at the end of each month. We
will look at each and every unit. Please ensure
that your units are properly coded in PIC.
Recover and Sustain Public Housing
Authorities
 We will continue using the Public Housing
Authority Recovery and Sustainability (PHARS)
process for both PHAS and SEMAP Troubled
PHAs.
 New procedures are now in place for us to use
the PHARS process with all Substandard PHAS
and SEMAP PHAs.
 We will also use the PHARS process on Near
Troubled PHAs.
Know PHA Financial Position
This is a new goal!
We will be asking for and reviewing your financials.
This information will be used to determine the
liquidity of your PHA.
Since this is a new goal, we are not sure of the
frequency of this requirement. At this time we
are suggesting that you have this information
available on a monthly basis.
Ensure Housing Quality and Maintain
Affordable Housing Inventory
Staff will be reviewing PASS data to monitor
public housing physical quality.
The Demo/Dispo application process is being
redesigned.
HUD will be working towards preserving the
affordable housing inventory.
Staff will be monitoring HQS indicators
Lead Based Paint compliance is being added to
the voucher program.

While this goal is primarily for HUD staff, these are
areas everyone should be focusing on:

performance of PHAs;
It is information based and analytic;
It is goal oriented.
