PRESENTATION OF CEN/TC 12

CEN/TC 12 is the « European mirror committee » of
ISO/TC 67, and has a similar scope of work :
Equipments and materials for Oil and Gas Industry.


Standards are developped in ISO working groups, with
active participation of experts from at least 3 European
countries. One of the European experts is the European
Project Leader (EPL) and checks that both regulatory
and environmental issues are taken into account.
We are involved in a large number of liaisons.

IMPORTANT AGREEMENT
European and Russian standardization organizations have signed a historic
agreement in St Petersburg on September 17th 2013.
The Cooperation Agreement between CEN, CENELEC and Rosstandart
provides a framework for closer collaboration on various aspects of
standardization.
The three organizations – CEN, CENELEC and Rosstandart – have committed
themselves to working together on issues of joint interest, in order to enable
the mutual acceptance, compatibility and recognition of standards.

Nota Bene :
In an effort to align CEN parallel projects with ISO
(under the Vienna Agreement), governing body CEN/BT has agreed
to run a trial period with shorter durations for ballots.

A teleconference is planned at the end of October/
early November to conclude on these topics.
Final report to be presented at CEN/TC 12 plenary in
February 2014.

REGULATIONS

A new European Regulation was adopted in June 2013 :
Directive 30 on “Safety of Offshore Oil and Gas Operations”.
It is applicable to every stage (i.e. from initial design to final decommissioning) for future -as well as existing- installations, and
requires ‘best practices based on a goal-based approach’, as well as
‘high safety standards’.
A “Competent Authority” will be in place in each state.

REGULATIONS

In 2012, a “Mandate” from European Commission to CEN regarding
our portfolio of standards was not accepted by CEN.
We expect it will be re-issued this year, either under the form of a
revised Mandate, or at the occasion of a revised safety-related
Directive.
