Last Congress, the House passed a DHS Authorization bill (HR 1684)

Bill did not address TSA Authorization

Focus was on Department Policy, IT issues, and land border security

Required DHS to submit a plan for implementing biometric component of US-VISIT program

Senate Introduced a DHS Authorization bill (S.3623)

Bill did not move out of Committee

Did not address TSA Authorization

Required CBP to submit a staffing model to Congress

Employee Screening

HR 2764, the Consolidated Appropriations Act of 2008 required TSA to conduct a pilot test on employee screening

Pilot Test conducted at 7 airports testing a variety of screening methods

 Boston, MA  Jacksonville, FL  New Burn, NC  Denver, CO  Kansas City, MO  Eugene, OR  North Bend, OR 

TSA must provide a final report to Congress

HR 5982, the Biometric Enhancement for Airport-Risk Reduction Act (BEAR Act)

 House Homeland Security Chairman Bennie Thompson (D MS) long time proponent of biometrics  Bill passed the House in 2008  Requires TSA in consultation with airports to conduct a study on existing and proposed industry programs that enhance biometric systems at airports 

Committee intends to address biometric systems for airports in TSA portion of DHS Authorization bill
